The Program Manager of Training and Development provides comprehensive training initiatives for Human Resources employees; maintains the department’s learning management system; develops curriculum for Department of Revenue Management Training Bootcamp and delivers mandatory training programs. This position reports to the Director of Training and Organizational Development and serves as an individual contributor on the training team.
This role is a key resource for leveraging/modifying existing training solutions to meet current needs and partnering with key stakeholders to implement learning experiences that meet the agency’s training standards by utilizing various progressive training strategies.
The Program Manager of Training and Development will conduct appropriate needs analysis to ensure full understanding of training content and objectives prior to delivery, review of course materials to ensure alignment with established learning goals, contribute to design and process documentation of all training initiatives by providing feedback and compiling and maintaining appropriate metrics and records related to training activities & initiatives. The Program Manager of Training and Development is responsible for providing detailed feedback to the Instructional Designer and Project Manager for projects prior to submitting the near final product to the Director of Training and Organizational Development.
Primary responsibilities include, but are not limited to:
- Measuring training outcomes and KPIs related to training and reporting such metrics back to the Director of Training and Organizational Development.
- Design, develop, and deliver online certifications as needed
- Project planning, curriculum design and development, training delivery for upskilling course and determining learning outcomes
- Manage the training programs and processes
- Hosting engagement programs as needed throughout the calendar year
- Maintaining the learning management system ensuring it is up to date with relevant content for various programs
- Performance management, develop standard operating procedures related to training, and managing the State Charitable Contributions program
