Job Description

Payroll Analyst: $29.36 - $39.38 Hourly
Note: Payroll Analyst is exempt and not eligible for overtime. Monthly Salary is $5,089.07 - $6,825.87. Payroll Analyst is eligible for 2.5% county contribution to 401(k).

Payroll Specialist: $26.24 - $35.18 Hourly
Note: Payroll Specialist is non-exempt and is eligible for overtime. $4,548.27 - $6,097.87 Monthly. Payroll Specialist is not eligible for county 401(k) contribution.

GENERAL STATEMENT OF DUTIES
The Payroll Analyst performs a variety of technical and administrative assignments in support of Finance and Payroll. It is an advanced level position. Duties may include any of the duties listed for the Payroll Specialist. In addition, the Payroll Analyst position has the primary responsibility for specialized accounting work of a complex nature in central payroll within the Finance Department; maintains a large volume of payroll and other fiscal records including both pretax and after-tax contributions; and related to Public Employees Retirement System (PERS/OPSRP); coordinates and maintains all advanced operations data related to automated payroll system operations; prepares regular and specialized reports; and performs other related duties as assigned. The Payroll Analyst differs from the Payroll Specialist by level of experience and education as well as the duties are of a more advanced nature. Payroll Specialist duties include specialized accounting work of a complex nature, maintaining payroll and other fiscal records related to deferred compensation, income tax withholding, garnishments, various insurances, workers compensation, and union deductions. The Payroll Specialist serves as a technical expert to department heads, managers, supervisors, employees and other agencies.
SUPERVISION RECEIVED
Works under the general supervision of the Payroll Manager, or designee, who assigns work; reviews performance and measures results. Employee is expected to exercise a level of independence combined with professional judgment related to established policy, procedures, and guidelines.
SUPERVISION EXERCISED
Supervision of other employees is not a responsibility of positions in this classification. Payroll Specialist may help in training other employees or department representatives. Payroll Analyst may act as lead worker over Payroll Specialist in the absence of the Payroll Manager.

Typical Duties - Duties include, but are not limited to the following

  • System updates and patching, year-end processing, year begin changes, union bargaining changes, processes, and report changes.
  • Responsible to notify departments of accelerated payroll processing.
  • Misc. tasks and projects as assigned by Payroll Manager.
  • New Hire Set-up audit in Oracle.
  • Balance adjustments, reversal processing, and deceased employee adjustments.
  • Testing of payroll processes for:
    • System updates and patching, year-end processing, year begin changes, union bargaining changes, processes, and report changes.
    • Testing of new builds for the RAMS Time Entry system before release to all county.
  • Completes and submits all necessary forms and payments for PERS related transactions as well as full statement reconciliation and research of prior year invoicing.
  • Participates in the Employer Advisory Committee meetings as well as being primary resource for PERS applications projects.
  • Maintains employee set-ups for PERS purposes in Oracle.
  • Testing of new builds for the RAMS Time Entry system before release to all county.
  • Invoices direct interaction with employees and payroll representatives to discuss, research discrepancies and make corrections as needed.
  • Final process date entries in Oracle, WC adjustments. Bi-weekly payroll processing job rotation schedule.
  • Working knowledge of PERS rules and ORS relating to PERS.
  • Supports year-end reconciliation processes and form W-2 processing.
  • Keeps full reconciliation of PERS EDX to Oracle Payroll.
  • Back up to Review/Audits semi-weekly tax payments.
  • Bi-weekly payroll audits for timely and accurate payroll processing.
  • Prepares, audits, and submits BLS Multiple Work Site report.
  • Back-up to preparing quarterly state and federal tax filing reports.
  • VOYA contributions 401k and 457.
  • Completes final reconciliation of monthly tax payments including filling out monthly spreadsheets.
  • Reconcile and remit:
    • VOYA contributions 401k and 457.
    • Bi-weekly payroll audits for timely and accurate payroll processing.
    • New Hire Set-up audit in Oracle.
    • Final process date entries in Oracle, WC adjustments. Bi-weekly payroll processing job rotation schedule.
  • Acts as lead worker to the central payroll team as well as back-up Payroll Specialist duties.
  • Act as a resource to assist employees in solving payroll questions and concerns.
  • Acts as a resource to Human Resources and Benefits departments for payroll interdependencies.

Requirements for the Position

Payroll Specialist Requirements
EXPERIENCE AND TRAINING

  • Four years of experience in responsible accounting and/or bookkeeping work; including at least one year in the payroll function; OR
  • Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.
  • Graduation from high school, supplemented by college or business school training in bookkeeping, accounting, or governmental accounting; AND

In addition to the requirements listed above, the Payroll Analyst requires:
  • A Bachelor's degree with major coursework in accounting, business administration or a closely related field; AND
  • Four additional years of responsible experience in the payroll field, including four years in a medium to large governmental payroll unit with responsibility for PERS/OPSRP administration or other related retirement benefits administration, and one year in a lead work capacity; OR
  • Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.

SPECIAL REQUIREMENTS

  • This assignment is not represented by a union.
  • Typical Work Schedule: Monday through Friday, 8:00 am - 5:00 pm, with flexibility depending upon the needs of the department and program.
  • This is a full-time position.
  • The finalist for this position will be required to pass a criminal history background check; however, conviction of a crime may not necessarily disqualify an individual for this position.

KNOWLEDGE, SKILLS, AND ABILITIES
Good knowledge of accounting principles and practices; automated accounting and payroll systems; federal and state laws relating to social security and other tax requirements; deferred compensation withholding requirements and limitations; the BOLI Wage and Hours laws.
Skill and ability to accurately process large volumes of data within strict, unalterable time lines; understand and determine insurance eligibility rules; accurately use automated payroll systems, word processing software and database programs; communicate effectively in both oral and written form; establish and maintain professional and cooperative working relationships with employees, other agencies and the public.
PHYSICAL REQUIREMENTS
