GENERAL DESCRIPTION

  • Performs highly complex criminal intelligence research and analysis work for the Cold Case and Missing Persons Unit within the Office of the Attorney General’s Criminal Investigation Division. Work involves coordinating complex data analysis, report writing, and identification of patterns of criminal activity. ESSENTIAL POSITION FUNCTIONS

  • Maintains relevant knowledge necessary to perform essential job functions
  • Serves as a liaison with internal and external groups and individuals to provide analytical assistance, collect and disseminate intelligence data, and share resource sources. Participates in multi-agency task force investigations, work groups, or committees to provide assistance by contributing intelligence analysis and concepts. May develop and maintain analytical procedures that ensure reliable intelligence operations. May perform resource allocation to identify and accomplish specific intelligence tasks. May conduct trainings.
  • Ensures security and confidentiality of sensitive and/or protected information
  • Testifies in court as a witness, expert witness, or case agent. Coordinates, assembles, and prepares evidence, exhibits, affidavits and documents for use in legal proceedings.
  • Attends work regularly in compliance with agreed-upon work schedule
  • Performs analytical work in support of investigations involving homicides and missing persons. Determines the scope and methodologies of research projects and areas to be evaluated. Researches, analyzes, evaluates, and correlates criminal intelligence information to determine source reliability, accuracy, and integrity; to develop investigative leads and links; and to distinguish patterns and trends. Coordinates complex research and strategic crime analysis used to identify and evaluate patterns and trends using probability studies and complex statistical analyses, develops and tests hypotheses, develops victim and suspect profiles. Organizes and maintains sensitive, non-sensitive, and open-source case data and files into a logical, concise, and understandable order for retrieval in support of the prosecution. Creates, prepares, reviews, and presents detailed reports, intelligence documents, presentations, and briefings on criminal intelligence analysis to disseminate to agency personnel, prosecutors, and other law enforcement agencies. May conduct interviews alone or in conjunction with investigators.
  • Complies with all agency policies and procedures, including those pertaining to ethics and integrity
  • Performs related work as assigned
  • Uses all available technological and analytical tools and databases to locate individuals relevant to criminal investigations and prosecutions. Prepares background dossiers and conducts link analyses on individuals relevant to criminal investigations and prosecutions. Processes intelligence information using a variety of analytical tools and integrates data to produce intelligence studies, special reports, correspondence, briefings, informational papers, threat assessments, threat warnings, and link analyses. Collects and compiles criminal intelligence information and statistics to generate intelligence data for support in investigations through personal contact, reading, and documentation of various intelligence, analytical, and administrative information. Assesses intelligence requirements and recommends, plans, and prioritizes data collection plans, potential targets, or case strategies.
Qualifications


MINIMUM QUALIFICATIONS

  • Ability to lift and relocate 30 lbs.
  • Ability to arrange for personal transportation for business-related travel
  • Ability to work more than 40 hours as needed and in compliance with the FLSA
  • Skill in handling multiple tasks, prioritizing, and meeting deadlines
  • Education: Graduation from high school or equivalent
  • Skill in exercising sound judgment and effective decision making
  • Ability to provide excellent customer service
  • Ability to work in person at assigned OAG work location, perform all assigned tasks at designated OAG workspace within OAG work location, and perform in-person work with coworkers (e.g., collaborating, training, mentoring) for the entirety of every work week (unless on approved leave)
  • Ability to receive and respond positively to constructive feedback
  • Skill in effective oral and written communication (Writing sample required at time of interview, if selected)
  • Experience: Three years’ experience in criminal intelligence analysis work (or closely related) field
  • Knowledge of Intelligence gathering; intelligence and crime analysis processes, methodologies, and principles; statistical analysis and probability modeling; report writing and presentation [Analytical sample required at time of interview, if possible]
  • Ability to travel (including overnight travel) up to 10%
  • Education: Bachelor's degree from an accredited college or university in a relevant field or science; experience in the following (or closely related) fields may be substituted for the required education on a year-for-year basis: criminal justice, forensic science, statistics/data analytics, or applicable hard science
  • Ability to work cooperatively with others in a professional office environment

PREFERRED QUALIFICATIONS

  • Skills: Proficient in Microsoft Excel with the ability to create, maintain, and update complex data sets; proficient in law enforcement databases such as Lexis Nexis, CLEAR, TLO, LeadsOnline, Clearview AI, Whooster; proficient in information analysis tools such as Penlink, i2 Analyst Notebook; cell phone record analysis; exploitation of open source media
  • Experience: Providing court room testimony; conducting historical research, genealogy research
  • Abilities: To provide clear and concise written intelligence reports; to use charts, graphs, documentary and statistical analysis, and geospatial mapping to provide information on crime series, patterns, and trends; to analyze suspect and victim profiles; to conduct tactical crime analyses; to prepare tactical action plans
  • Education: Education: Master’s Degree with major coursework in criminal justice, forensic science, statistics, data analysis, or an applicable hard science
  • Knowledge: Texas Penal Code, Code of Criminal Procedure, Rules of Evidence
  • Other Language: Ability to proficiently read, write, and speak Spanish
