Licensing Investigator Jobs

MAJOR FUNCTION: Technical, coordinating, and enforcement position which includes contractor licensing and code enforcement. This position is responsible for coordination and implementation of the County’s contractor certification, licensing, and ensure compliance with County codes and regulations. This position is responsible for articulating County regulations to property owners, residents, businesses, the general public and other County departments and divisions.

KNOWLEDGE, ABILITIES AND SKILLS NEEDED TO PERFORM THE ESSENTIAL JOB FUNCTIONS OF THE POSITION:
Knowledge:

• Thorough knowledge of the County’s zoning regulations, Code and Compiled Laws, Land Development Code, Florida Building Code, and Florida Statures, as well as enforcement procedures.
• Occupational hazards and standard safety practices.
• Principles and procedures of record keeping.
• Effective public relations practices.
• Procedures involved in the enforcement of codes and regulations of conducting and documenting field investigations.
• Legal actions applicable to code enforcement compliance.

• Read County assessor maps and property files.
• Prepare accurate and detailed documentation of investigation findings.
• Communicate clearly and concisely, both orally and in writing.
• Understand and follow oral and written instructions.
• Maintain complex logs, records, and files.
• Make oral presentations and testify in court.
• Ability to read and interpret building and development plans and specifications and legal documents relative to the provisions of the regulations being administered and to identify deviations from the requirements and regulations.
• Respond to inquiries, complaints, and requests for service in a fair, tactful, and professional manner.
• Investigate complaints and mediate resolutions in a timely and tactful manner.
• Establish and maintain effective working relationships with those contacted in the course of work.

• Presents cases to the Code Enforcement Board and testifies when necessary.
• Work with the States Workers Compensation Investigator.
• Conduct field investigation and coordinate investigations with state agencies as needed.
• Present disciplinary cases to the Contractor Licensing Board for review.
• Performs related work as requested or assigned.
• Assist in finding solutions to complex problems which arise in connection with the building and zoning code.
• Review and Enforce complaints regarding possible violations of the Building, County, Coding and Contractor Licensing Codes and Florida Statues.
• Conduct field investigations when necessary to determine the nature and extent of violations and present such cases to the Contractor Licensing Board, Code Enforcement Board, law enforcement or the Attorney’s office.

EDUCATION: A minimum of an associate’s (2-year) degree from an accredited college or business school.
EXPERIENCE: One (1) year of experience in contractor licensing or code enforcement, inspections, or investigation. Knowledge of construction and Florida Building Codes preferred. A comparable amount of training or experience may be substituted for the minimum qualifications.
LICENSE, CERTIFICATION OR REGISTRATION: Valid Florida Operator's License required. Good driving record. Possession of, or must obtain within one year of employment, certification as a Level I Code Enforcement Officer issued by F.A.C.E.

Pay Grade 17
Driving Position - Operating County vehicles and/or equipment is a primary function of this position.
