Job Summary
Under the general direction of the Staff Services Manager I (Manager I) of the State Grant Management (SGM) Branch of the Division of State Financial Assistance (DSFA), the Housing and Community Development Representative (HCDR) II is responsible for all phases of administering the Department of Housing and Community Development’s (HCD) complex grant agreements in compliance with state requirements. Staff will independently perform all actions associated with grant management, including file maintenance, program database input, monitoring activities, record keeping and reconciliations with accuracy.
The SGM Branch is primarily responsible for the fiscal and contract management of state funded grant programs including monitoring and clearing of standard agreement conditions, processing of fund disbursement requests, monitoring of grantee reporting requirements, maintaining contract files and providing technical assistance to grantees to ensure programmatic and statutory requirements and timelines are met.
Limited Term may be up to 12 months, maybe extended to 24 months or become permanent at a later date.

- Experience interpreting Government Statutes, Regulations, Guidelines or Policies, and communicating the requirements to stakeholders and/or the public
- Proficiency in Excel, Proprietary Database Applications, and/or other Computer Related Software
- Knowledge of HCD’s Housing Programs

- Ability to work effectively with Governmental Agencies, Private Sector Organizations, Interdepartmental Teams, and other Stakeholders

- Experience with Grant Monitoring, Program Compliance, and Disbursements
- Experience in Real Estate, Property Management, Underwriting, and/or Loan Closing especially in the Affordable Housing industry
Job Duties
Maintain required file systems for each Standard Agreement (SA) between HCD and grantees for SGM programs to assure data on all file systems are accurate and complete. Review, analyze, and reconcile documents associated with specific Standard Agreement, Program Income or Reuse agreements, and program requirements submitted by grantees with HCD files and systems. Process changes including amendments to SA. Work with contractors, as needed, to assure compliance with federal and state program statutes, regulations, rules, guidelines and HCD, DFA and Section procedures.
Process project Set-Up and/or Completion reports, and Requests for Funds. Reconcile the submitted records including project, funds and/or beneficiary data within each system prior to setting up payments or closing out a project or activity. Examine contractors' reporting of receipts, expenditures, status of cash on hand, and beneficiary data, as required by program and SA, and update all required electronic and physical file systems to ensure funds are available and accurately recorded.
Develop and maintain a system to ensure timely annual reporting requirements are met. Review, analyze and maintain written procedures for the Grant Management processes. Make recommendations to managers for any improvements in grant management processes and/or file systems, in order to effectively, and efficiently administer the programs in a compliant manner.
Research federal and state statutes, rules, regulations, guidelines and procedures and provide contractors guidance for compliant program implementation.
Attend all state and department mandated training, within the required time specifications. Enroll and participate in all job-related trainings, set by HCD and management, to broaden knowledge and remain current with changes/ updates. Responsible for training counterparts and staff on all work-related duties, as needed. Prepare and collaborate with other sections/ divisions to develop and maintain cross-divisional training, as needed. Other related duties as assigned.
