Job Description

* This position is open statewide and can be remote anywhere in the state of Texas with occasional travel to the office if required.*
The IT Business Analyst (Business Analyst IV) oversees and performs advanced business analysis work related to Public Heath Applications. Provides advanced leadership of product planning for web-based enterprise solutions by working with the customers/users to define their product vision. Performs highly advanced (senior-level) business analysis work as part of an Agile (Scrum) team. Oversees backlog grooming sessions with various teams and stakeholders to get complex business process and system solution stories/backlog defined that can be made available to the product development team. Performs data collection, development, and documentation of business and functional requirements, completing required software development lifecycle documents. Conducts and facilitates stakeholder meetings, design meetings, user acceptance testing activities, and leads work sprints depending on projects. Serves as liaison between users/customers and technical IT team(s).
Mentors and trains functional analysts about business analyst activities related to code fixes and application enhancements. Works with minimal supervision with considerable latitude for initiative and independent judgement. Serves as the voice of the customer for assigned Public Health Applications.
This position is 100% telework in the state of Texas and is for U.S. Citizens or residents only.

Essential Job Functions:
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Oversees, develops, and manages business and user requirements that supports projects, system enhancements and product strategy for assigned Public Health Applications. Gains a deep understanding of customer experience, identifies, and fills product gaps, and generates new ideas that enhance the solution to improve customer experience and drive value. Works closely with engineering teams to deliver with quick time-to-market. Creates and maintains an actionable and estimated body of requirements that have been prioritized in collaboration with stakeholders. Assists in the development of the agency and IT strategic plans based on the actionable and estimated body of requirements. Provides required technical and functional design documents of the requirements including required documentation of as-is state in addition to proposed changes.
Oversees, evaluates, and prioritizes incoming assigned Public Health Applications Information Technology (IT) service requests received through agency approved tools (Remedy, for example). Resolves and oversees resolution of service requests as directed by IT Public Health leadership.
Provides direction to or may supervise Junior Analysts, Developers, Vendors, and Contractors to resolve implementation of requirements or resolution of service requests. Provides evaluation of the performance of Junior Analysts, Developers, Vendors, and Contractors as directed by IT Public Health leadership.
Prepares cost estimates within budget and develops project proposals related to IT Public Health applications. Provides senior-level analysis of complex processes and functional requirements for state and federal partners to meet strict mandates. Develops proposals and roadmaps for IT strategic plans for the resolution of system or process deficiencies as identified by IT leadership.
Oversees communication and coordination efforts with agency executives, IT leadership, project managers, agency partners, and subject matter experts. Provides required documentation to facilitate communication.
Provides materials required for User Acceptance Testing (UAT) as well as training on system features and best practices.

Registration or Licensure Requirements:

Initial Selection Criteria:
Graduation from an accredited four-year college or university with a major in computer Science, Business Administration, Management, or related field. May substitute direct work experience on a year-for-year basis. Minimum of 3 years’ experience as a Business Analyst or similar job function.

Additional Information:
This position can telework 100% from any location in Texas consistent with HHS telework policies. Applicants from outside Texas must be willing to relocate within 60 days of hire.
