Job Description
The Position

Integrated Waste Division Manager

This is a promotional opportunity open only to current City of Ontario employees.

The City of Ontario's Public Works Agency is seeking an enthusiastic and innovative Integrated Waste Division Manager to continue leading the division's efforts in providing the residents and businesses of the City of Ontario with outstanding integrated waste services. The Integrated Waste Division Manager develops, implements, and manages the City of Ontario's integrated waste operations and recycling programs including collection and recycling or disposal of residential, commercial, and industrial refuse, regulation of commercial haulers and related environmental compliance programs. Overseeing operations for approximately 80 staff members, the Integrated Waste Division Manager also plays a key role in developing departmental standard operating procedures and in establishing, monitoring and reporting progress of key performance indicators in addition to continued evaluation and enhancement of the division's safety program.

Additionally, the ideal candidate will be customer service oriented, skilled at working with the public and have extensive experience in and a thorough understanding of municipal collection services and refuse recycling for residential, commercial, bin and roll-off services.
The Integrated Waste Department
The Integrated Waste Department, which is part of the City of Ontario's Public Works Agency, is committed to providing timely and efficient integrated waste and recycling collection services with an emphasis on premier customer service, sustainability, and environmental stewardship. The Integrated Waste Department includes approximately 116 full-time staff and offers a variety of services and programs related to refuse and recycling collection services to approximately 33,000 residential and 3,500 commercial customers. Among the services offered are weekly residential curbside recycling and green waste collection, and a full array of commercial and industrial integrated waste services designed to meet any business needs, including commercial food waste collection services, available six days a week, Monday through Saturday.

Examples of Essential Functions

The essential functions typically performed by the Integrated Waste Division Manager include the following:

  • Performs research to assist with the establishment of fees and fee schedules.
  • Communicates and collaborates with various agencies and representatives, including county and other governmental officials, and City departments.
  • Monitors, evaluates, and improves the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload.
  • Administers grant application and reporting process.
  • Attends and participates in professional group meetings; remains current on new trends and innovations in the field of integrated waste operations and management.
  • Prepares cost estimates for refuse collection activities and projects.
  • Participates in the development of and implements departmental goals, objectives, policies, and priorities within the Integrated Waste Division.
  • Develops, implements, and manages integrated waste operations and recycling programs including collection and recycling or disposal of residential, commercial, and industrial refuse, and related environmental compliance programs.
  • Provides guidance in researching, resolving, and responding to difficult customer inquiries and complaints.
  • Participates in emergency response management.
  • Prepares and reviews reports for presentation to City administration and City Council.
  • Maintains compliance with local, state and federal regulations and requirements for integrated waste services, including preparing reports and responding to requests for information.
  • Participates in the development and administration of the division's budget; forecasts additional funds needed for staffing, equipment, materials, and supplies; directs the monitoring of expenditures and recommends adjustments as necessary.
  • Supervises and directs the activities of staff including employee selection, work assignment, performance evaluation, employee development, disciplinary action, and complaint resolution.
  • Prepares and reviews established fees and schedules.
  • Prepares and coordinates the capital repairs and replacement program for integrated waste operations.
  • Coordinates community needs assessment; recommends expansion plans; responds to public inquiries; prepares related correspondence.
  • Oversees the division's safety program to ensure compliance with all federal, state, and local rules, regulations, procedures and departmental safety directives, policies, and practices.

Qualification Guidelines

Education

Equivalent to a Bachelor's degree from an accredited college or university in Public Administration or a related field.

Experience

Two years of management experience in integrated waste management or a related field. Experience must include managing operations for a variety of integrated waste services including collections, resources diversion, recovery, managing related contracts, and transfer station.

License

Valid California Class C driver's license and an acceptable driving record at the time of appointment and throughout employment.

Desirable

Master's degree in Public Administration or related field. Previous experience managing staff in waste management or public works.
