Job Duties

The Virginia Department of General Services (DGS) has an exciting new opportunity!!! DGS is seeking an experienced executive to lead its Office of Security and Event Services (OES). The Office of Security and Event Services is responsible for ensuring the safe operation of the office buildings and properties used by the state agencies, departments and institutions in the Capital Complex. OSES is responsible for security operations in DGS managed facilities in the Richmond metro area, managing event operations for Capital Square and the operation and development of security video and access systems in DGS managed facilities.
As the Director, you will provide executive leadership for safety and security management using thorough planning, coordinating, and supervision of the Department to ensure a safe and secure environment for the employees, clients, vendors and visitors to DGS owned facilities. The position manages and directs emergency preparedness and life & safety training programs for the facilities and staff within DGS owned facilities and campus event operations to include building conference rooms and Capitol Square and DGS managed property event permitting.
This position is the primary responder for problems or issues related to building and Capitol Square security and is expected to be on call. Must physically be able to arrive at Capitol Square within 35 minutes of notification to respond to on-call emergencies.

Minimum Qualifications

Experience in emergency management operations, Homeland Security or government policy and administration.
Experience in planning, developing and implementing emergency and preparedness programs and plans
Experience developing and monitoring budgets related to emergency management projects.
Supervisory or managerial experience in a security role.
Experience managing programs and personnel actions to include, recruitment, selection, evaluation, and disciplinary action.
Knowledge and experience of regulatory, administrative, and legislative processes.
Comprehensive knowledge of the principles of public administration, business operations and practices, government operations, program formulation, project management, team management, implementation methods, and evaluation of activities.
Considerable knowledge of the principles of facilities operational management and business management.
General working knowledge of statute enforcement, crisis management planning and considerable law enforcement, as well as campus safety and security concepts, principles, procedures, and techniques.
Considerable knowledge of customer service and community-oriented policing practices and principles.
Skilled in the use of computers.
Decision-making skills, use of good judgment, excellent analytical, planning, organizing, and implementation skills to direct the work of multiple support programs and staff for state-wide programs and projects.
Strong communication skills, both verbally and written.
Demonstrated ability to communicate and work effectively with legislative bodies, government officials at all levels, the public, private sector companies and organizations, and ability to direct a large staff of professionals and paraprofessionals.
Ability to manage multiple priorities simultaneously.
Demonstrated ability to function and direct others clearly, calmly and with a sense of urgency, both mentally and physically, under stressful and emergency situations.
Demonstrated ability to identify, plan, organize and implement enforcement activities to achieve goals and objectives of the Department.
Ability to review and develop security measures, making sound decisions and recommendations.
Demonstrated ability to gather and compile information to write factual reports, and to explain elicit compliance with policies, procedures, rules and regulations.

Preferred Qualifications:

Knowledge of facilities and real estate programs and the services needed to support them is preferred.
Knowledge of police/security “best practices”. OSHA standards preferred.
Skilled in the operation of records management and incident management systems. Understanding of NIMS/ICS are preferred.
Bachelor’s degree in Homeland Security, Criminal Justice, Public Administration, Law or related law enforcement field; or equivalent combination of education, training, and experience.
Experience with the Commonwealth’s legislative processes (preferred).
Progressive safety and security experience in a complex, diverse multi-location environment is preferred.
Experience in a government environment is preferred.
CPR /First aid/AED training/certification, VCIN/NCIC certification preferred.
Knowledge of Commonwealth of Virginia policies and procedures is preferred.
