We are looking to hire three dedicated individuals to serve as the Virtual Eligibility Center Administrator, Storefront Office Eligibility Administrator & Service Delivery Supports Administrator and join our Oregon Eligibility Partnership, part of the Oregon Department Human Services (ODHS). The Oregon Eligibility Partnership is the dedicated ODHS division for ensuring coordinated responsibility occurs in determining timely eligibility benefits for Oregonians seeking supports related to health, food security, employment, and cash benefits. The intent of this division is to shift Oregon from a programmatically siloed state to an eligibility process that moves beyond integration and equality, to focus on equity of services and providing timely, accurate, and necessary eligibility determinations, referring individuals who are denied or approved to the appropriate ongoing services in a person-centered way.

What you need to qualify
EXPERIENCE AND EDUCATION
Manager 3
Seven years of supervision, management, or progressively related experience;
OR
Four years of related experience and a bachelor’s degree in a related field.

Your duties at a glance
Storefront Office Eligibility Administrator
As the Store Front Office (SFO) Eligibility Administrator, you will work in partnership with the OEP Director, Deputies, and Leadership as well as other ODHS Directors, Deputies, and Executive Leadership teams. You will provide high level overview of diverse units by day-to-day management, leadership, consultation, mentoring and coaching to the ODHS SFO Eligibility leadership teams in the areas of leadership development, community engagement, management accountability and ODHS program alignment. You will also work closely with Directors, Deputy Directors, District Managers, program staff and will carry out the mandated goals and objectives determined by the Governor or other high-level officials assuring that policy implementation and procedure development/implementation are effective and efficient and provide the best service possible to agency clients and meet the needs of the virtual eligibility center staff.
In addition, you will provide leadership, technical and general direction, guidance, and support to SFO Eligibility leadership teams regarding logistical SFO eligibility operations issues for the provision of effective and efficient services to people and communities and to ensure successful development and execution of SFO delivery systems. This position provides management analysis to continually improve the quality and effectiveness of client services resulting in positive outcomes for clients and communities. This position has direct impact in the delivery of all programs related to the Oregon Eligibility Partnership and works closely with all other ODHS programs, Oregon Health Authority (OHA), and Department of Early Learning and Care (DELC).
Virtual Eligibility Center Administrator
As the Virtual Eligibility Center (VEC) Administrator, you will work in partnership with the OEP Director, Deputies, and Leadership as well as other ODHS Directors, Deputies, and Executive Leadership teams. You will provide high level overview of diverse units by day-to-day management, leadership, consultation, mentoring and coaching to the VEC team managers of the Oregon Eligibility Partnership in the areas of leadership development, community engagement, management accountability and ODHS program alignment. In addition, you will provide technical and general direction, guidance, and support to the program managers regarding logistical VEC operations issues for the provision of effective and efficient services to people and communities and to ensure successful development and execution of virtual delivery systems.
Furthermore, you will work closely with directors, deputy directors, program staff and VEC managers of OEP, you will carry out the mandated goals and objectives determined by the Governor or other high-level officials assuring that policy and procedure development/implementation are effective and efficient and provide the best service possible to agency clients and meet the needs of the virtual eligibility center staff. You will provide leadership and consultation on systemic issues applicable for the statewide VEC teams, assisting in the creation of connections with local offices and districts for issues of common interest, concern, and best practices. This position has direct impact in the delivery of all programs administered through the ONE Eligibility System and works closely with all other Oregon Department of Human Services (ODHS) programs, Oregon Health Authority (OHA), and Department of Early Learning and Care (DELC).
Service Delivery Supports Administrator
As the Service Delivery Supports Administrator, you will work in partnership with the OEP Director, Deputies, and Leadership as well as other ODHS Directors, Deputies, and Executive Leadership teams. You will oversee communication to agency staff & partners around policy, actions, transmittals, and manuals in coordination with Oregon Department of Human Services (ODHS), Oregon Health Authority (OHA), and Department of Early Learning and Care (DELC). Furthermore, you will provide direction in the identification and implementation of innovations for improving efficiencies, accuracy, timeliness, and customer service. In this position you will make decisions and lead strategic initiatives for Oregon Eligibility Partnership, Statewide Workflow and Statewide Model, Change Network, Training, and all other Statewide Service Delivery Supports. You will also be accountable for operational planning for initial and ongoing implementation of federal and state statutes and policies.
Working conditions
  • Occasional evening and weekend work is required.
  • Travel out of state and travel to geographically dispersed program locations throughout the state may be required.
