Summary


These positions are located in Pacific West Regional Office, Interior Regions 8, 9, 10, and 12, in the Office of Workforce Management.

Duties


  • Conducts job analysis with managers by analyzing the knowledge, skills and abilities (KSAs) required to perform stated work requirements. Validates applicant eligibility and qualifications or consults with subject-matters experts to verify applicant qualifications and ratings. Guides managers in developing and selecting appropriate criteria for evaluating job candidates and explains determinations to supervisors, managers, and job applicants. Informs applicants of hiring decisions and coordinates release dates or other required staffing actions.
  • Uses automated staffing systems to provide quality candidates to selecting officials. Develops on-line assessment questionnaires relevant to position requirements and assigns appropriate weight to each factor. Advises managers and employees on procedures and requirements of the automated systems.
  • Performs the full range of recruitment tasks authorized under Office of Personnel Management (OPM) Delegated Examining Certification. Advises selecting officials of procedures and requirements governing Certificates of Eligibles category ranking, and rules covering applicants with veterans' preference.
  • Conducts quality review of staffing and processing functions; evaluates the effectiveness of programs and/or operations in meeting established goals and objectives. Reviews personnel actions and staffing files for accuracy and identifies needed corrections to include citation of legal authority for corrective action.
  • Utilizes a wide variety of hiring authorities, both competitive and non-competitive. Provides human resources services to a variety of customers and works with a wide variety of occupations series (both General Schedule (GS) and Federal Wage System (FWS) covering permanent, seasonal, temporary and TERM positions. Provides cross-functional advisory services to managers regarding recruitment, staffing, classification and position management strategies, performance management, compensation, employee relations, and/or labor relations.
  • Serves as senior level Human Resources Specialist performing the full range of tasks in assigned program functions such as recruitment and placement, position management, pay administration, processing personnel actions, etc.
  • Analyzes difficult personnel issues and recommends options regarding application of program flexibilities to specific organizational problems and operations.
  • Completing and reviewing various personnel actions to include pay setting, nature of action, legal authority, and applicable remarks for permanent, term and temporary appointments, extensions, promotions, reassignments, changes to lower grade and details.

  • Meet Selective Service Registration Act requirement for males.
  • Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.
  • Appointment subject to background investigation and favorable adjudication.
  • Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
  • Complete the initial online assessment and USAHire Assessment, if required.
  • U.S. Citizenship required.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.


Qualifications


All qualifications must be met by the closing date of this announcement-07/28/2023-unless otherwise stated in this vacancy announcement.


Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.


For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.


To qualify for this position at the GS-12 grade level, you must possess the following minimum qualifications by close of the announcement:


EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: 1) performing the full range of human resource duties in recruitment and placement AND at least one of the following areas: performance management, position management, pay administration, benefits, employee relations, and labor relations; and 2) providing technical advice and assistance to hiring managers and employees on a variety of human resources processes and/or procedures. You must include hours per week worked.


Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.


Education


There is no education substitution for the GS-12 grade level.

A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.

Physical Demands: Work performed is sedentary in nature. Work may require walking in offices and similar areas for meetings and to conduct HR work. Occasional travel may be required. The work does not require any special physical effort.


Working Conditions: Offices and meeting spaces are adequately lighted, heated, and ventilated. The Specialist experiences everyday risks or discomforts requiring normal safety precautions.
