Position Overview
The Division of Family and Community Services is seeking to hire a detail-oriented Human Resource Specialist to serve as lead worker to lower-level staff and serves in a journey level professional capacity performing complex, specialized professional duties in human resources administration activities. This position manages the statewide staffing database and administers and enforces the State of Illinois Personnel Code, the Personnel Rules, and Pay Plan of Central Management Services (CMS). The Human Resources Specialist identifies the need to establish new position classifications and interprets and implements changes to collective bargaining agreements associated with pay plan, personnel rules, and department administrative directives. The Human Resources Specialist conducts special studies and projects. This position directs and implements the Division’s personnel processes related to employment of staff, promotions, suspensions, discharges, etc. and attends CMS and DHS personnel training on personnel transactions, insurance benefit changes and application. The Division’s mission is to assist Illinois residents by connecting them with public assistance programs and services. Through our programs, services and prevention efforts, the Division improves the health and well-being of individuals and promotes self-sufficiency and integrity of families of Illinois.
Job Responsibilities
- Identifies the need to establish new position classifications.
- Manages the statewide staffing database.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
- Serves as designated lead worker.
- Administers and enforces the State of Illinois Personnel Code, the Personnel Rules, and Pay Plan of Central Management Services (CMS).
- Conducts special studies and projects.
- Attends CMS and DHS personnel training on personnel transactions, insurance benefit changes and application.
- Directs and implements the Division’s personnel processes related to employment of staff, promotions, suspensions, discharges, etc.
- Interprets and implements changes to collective bargaining agreements associated with pay plan, personnel rules, and department administrative directives.
Minimum Qualifications
- Requires two (2) years of professional human resources experience.
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college.
SPECIALIZED SKILL:
- Of the two (2) years of required experience, requires one (1) year of experience working with a personnel system, hiring process, and job description development.
Preferred Qualifications
- Two (2) years of professional experience in a public or private organization maintaining confidentiality and handling sensitive information with professionalism.
- One (1) year of professional experience implementing Family and Medical Leave Act (FMLA) policy, procedures, in a public or private organization.
- One (1) year of professional experience working with personnel rules, policy, and procedures, collective bargaining agreements and regulations governing employee-related actions including state and federal laws and policies and procedures for a public or private organization.
- One (1) year of professional experience working with a personnel system, hiring process, and job description development.
- Two (2) years of professional experience interacting and communicating clearly and tactfully with a wide range of individuals such as employees, agency staff, students, public, providers, internal and external stakeholders.
- Two (2) years of professional supervisory experience and/or lead worker experience including assigning work, providing guidance to subordinates and training staff.
