Job Description

Introduction


The Wisconsin Department of Military Affairs (DMA) State Human Resources (SHR) office is currently looking for an entry level or seasoned HR Specialist to join our team of dedicated HR professionals. This position serves as a key contributor within the team and serves as a business partner to collaborate with DMA locations throughout the State. The ideal candidate has a sharp eye for details, demonstrates a desire to communicate clearly and develop strong partnerships with others, and is just as comfortable working collaboratively as they are independently.

DMA provides essential, effective, and responsive military and emergency management capability for the citizens of our state and nation. DMA includes Joint Force Headquarters-Wisconsin, the Wisconsin Army and Air National Guard, the Wisconsin Division of Emergency Management, the Office of Emergency Communications, Challenge Academy, and STARBASE. During emergencies, no single organization can handle the response. DMA consists of several organizations working together to plan, prepare, coordinate, and respond effectively when our communities and neighbors need us the most.

This position will be headquartered in either Madison, Milwaukee, Fort McCoy, or Camp Douglas, Wisconsin, at the discretion of the person hired. The initial training for the incumbent will be done at our Joint Force Headquarters building in Madison. Eligible travel expenses will be reimbursed.

Position Summary


Under general supervision of the Human Resources Director/Equity and Inclusion Officer, this professional position serves as the Medical, Wellness, and Employee Assistance Program (EAP) Coordinator and the Risk Manager for the Department of Military Affairs (DMA). DMA is comprised of a large and diverse workforce located throughout the State of Wisconsin. Occasional travel is required.

If this position is filled at the Human Resources Specialist Senior level, the incumbent will be expected to perform the duties of this position with minimal training required.

If filled at the Human Resources Specialist level, the incumbent will start in a developmental capacity, working closely with, and receiving on the job training from DMA Human Resources staff in key functional areas, as needed. The expectation is that the incumbent will eventually perform all duties of the position and be reclassified to the Senior level.

Salary Information


The classification title for this position is Human Resources Specialist or Human Resources Specialist – Senior (pay schedule-range 81-04 and 81-03 respectively). Starting pay for the HR Specialist level will be between $26.00 and $30.00 per hour and starting pay for the HR Specialist Senior level will be $30.00 and $35.25 per hour, depending upon qualifications. State compensation includes an excellent benefits package. For current permanent state employees, pay will be set in accordance with the State Compensation Plan.

A 12-month probationary period is required.

Level of position will be determined based on the qualifications of the selected candidate at the time of hire.

Job Details


Employment will require the selected candidate to pass a background check.

All state employees are required to report their COVID vaccination status, whether vaccinated or not, and must provide supporting documentation if vaccinated. Newly hired employees will be required to submit this information within their first two weeks of employment.

On a limitied basis, must have the ability to travel to various work sites throughout the state.

Qualifications


Applicants must have experience with the following minimum qualifications :

  • Interpreting policy, regulations, and/or state and federal laws related to human resources
  • Administering Worker's Compensation
  • Making ADA reasonable accommodation or light duty determinations
  • Administering FMLA or related employee medical leave requests

In addition, most qualified applicants will also have one or more of these preferred qualifications :

  • Administering a wellness and/or employee assistance program for an organization
  • Performing risk assessments at work sites
  • Investigating and administering insurance claims
