SUMMARY
The Human Resources Assistant performs a variety of human resources administrative tasks in support of the United States Department of Agriculture (USDA) Rural Development Human Resources Office (HRO) Employment Services Division (ESD). The HR Assistant will support the recruiting, hiring, and onboarding processes.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include the following. Other duties may be assigned.
Responsible for the integration of CNI Core Competencies into daily functions, including: commitment to integrity, knowledge / quality of work, supporting financial goals of the company, initiative / motivation, cooperation / relationships, problem analysis / discretion, accomplishing goals through organization, positive oral / written communication skills, leadership abilities, commitment to Affirmative Action, reliability / dependability, flexibility and ownership / accountability of actions taken.
Must be able to process a minimum of 30 actions per day following RD’s HR customer service standards.
Assists with the onboarding of selectees to include the preparation of Suitability packages, initiating Security Checks, issuance of Tentative and Final Job Offers, and coding of appointments and accession actions.
Supports Rural Development’s backlog of files and documents by scanning and uploading HR documents and files.
Verifies and scans employee working folders to eOPF (may need to be physically in office).
Scans backlog SF-52s, employee documents, Certificates of Investigation (COI), and onboarding documents to eOPF.
Processes New Hire Personnel Action, related new hire documents, and approved accession and non-accession actions in RD’s EmpowHR/National Finance Center personnel/payroll system, as needed.
Develops eOPF clean-up approach to include scanning, provides quality assurance, and uploads to eOPF.
Certifies Beneficiary / Benefit forms, documents related to new appointments and transfers into RD, and requests transfer uploaded into eOPF.
Sends Applicant Official Job Offer and notes EOD date in SharePoint request.
Reviews SharePoint requests to ensure customer uploaded required documentation. Retrieves and maintains the status of recruitment actions within RD’s HR SharePoint workload management system.
Updates New Hire Record in USA Staffing.
Supports non-recruitment actions, such as a change in work schedules or transfers, and processing.
Supports completion of Separation / Resignation Exit Checklist, SurveyMonkey, and eOPF review upon Employee separation.
Forwards customer related inquiries to the respective RD HR staff.
Supports LincPass renewals.
Performs a variety of HR technical and general assistance duties such as ensuring proper documentation is provided, uploaded and recorded accurately in employee’s eOPF, and ensures SharePoint files are updated and all fields are completed, updating USA Staffing, etc.
Establishes, maintains and/or uses automated HR systems to perform other support functions.
Promotes and encourages a culture of compliance with all applicable rules (federal, state, local, Federal Acquisition Regulations, Code of Federal Regulations, Prime Contract requirements, etc.) for themselves and the company as a whole. Fosters an environment in which they will report any violations or reasonably suspected violation of CNI policy, FAR, and/or CFR and are comfortable discussing the myriad compliance, conflict, FAR, CFR, etc. issues that arise during the performance of a government contract.
EDUCATION / EXPERIENCE
High school diploma and at least three (3) years of related experience and/or training, or equivalent combination of education and experience. Must have experience processing personnel actions in the EmpowHR/National Finance Center personnel/payroll systems, eOPF.
Experience with the automated Electronic Official Personnel Folder (eOPF) preferred.
CERTIFICATES, LICENSES, REGISTRATION
Must have ability to obtain a Public Trust Clearance.
U.S. Citizen/Green Card only due to Government or federal requirements.
JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES
USA Staffing experience is desirable.
Must have experience processing personnel actions in the EmpowHR/National Finance Center personnel/payroll systems, and eOPF.
Working knowledge of automated HR processes.
Experience with basic federal human resources terminology, regulations, operations, procedures, requirements, and operational knowledge of human resource administrative practices and systems such as word processing, records management, schedule / time management, payroll, etc.
Skilled proficiency utilizing Microsoft Windows and Office programs (i.e., Word, Excel, Outlook, PowerPoint, etc.).
Excellent communications skills (verbal, written, and presentation).
Ability to work and communicate effectively with management, coworkers, and external contacts.
Exceptional customer service skills with ability to receive and provide information with clarity, courtesy, and tact.
Ability to handle sensitive information with discretion and maintain confidentiality.
Ability to take initiative in carrying out recurring assignments and to work independently within the framework established by the supervisor.
Detail-oriented with ability to organize work, set priorities, and handle multiple projects.
Ability to work independently or in a team environment towards the successful achievement of goals.
