Our client is looking for a qualified program analyst with direct experience supporting and/or managing federal programs from concept through closeout. This position is full-time, salaried, and remote.

Supervisory Responsibilities:

• Ensure projects are completed on time and to specifications.
• Lead tasks in the development of specific deliverables (establishing priorities, sequencing work, executing, etc.)
• Provide direction and delegate work and assignments to team members based on capabilities and time constraints.
• Design data/information gathering approaches appropriate for the project and objectives

Duties/Responsibilities:

• Perform other related duties as assigned.
• Collect, analyze, and interpret data.
• Author on client-ready written deliverables.
• Interpret Federal regulation and agency policies, guidelines, and other applicable documentation.
• Provide support review, analysis, monitoring and evaluation of programs and processes as they relate to strategic goals and objectives.
• Provide analysis and recommendations related to acquisition lifecycle management, e.g. business case, lifecycle cost estimating, budget development & submission, technical framework integration, integrated communications, interagency integration, performance metrics & management, financial management, risk management, integrated governance, enterprise change management, requirements management, logistics/sustainment planning.
• Perform research related to program/project management, federal acquisition management, program/acquisition oversight, etc.
• Provide consultation on various aspects of program/project management, including (but not limited to) requirements, scope and objectives in accordance with requirements, WBS, cost analysis and estimation, budget, risk, quality assurance/performance, etc.
• Contribute to the establishment of a program management center of excellence including best practices, templates, reference materials, training.
• Assist with workforce assessment related to program/project skill/competency gaps.

Required Education and Professional Experience:

• Experience leading or managing large or complex government programs.
• Understanding of government program management processes.
• Minimum 2 years of program management experience at a GS-13 (or equivalent) grade level or minimum 1 year of acquisition and/or program management experience at a GS-14 (or equivalent) grade level in the Federal service including:
• Bachelor’s degree in related field, which may include Finance/Accounting, Business, or Engineering, required.
• Experience managing the cost, scheduling, or performance for federal programs to ensure organizational goals are met.

Preferred Qualifications:

• Experience developing acquisition documents such as an acquisition plan, acquisition strategy, business requirements, and lifecycle cost estimates.
• Government program management certifications and/or training.
• Experience evaluating acquisition strategies to identify potential risks that may impact the execution of programs.
• Familiarity with Agile project management methodologies.
• Knowledge of earned value management (EVM), particularly in IT/Agile environments.
• Project Management Professional (PMP) or similar certification.
