Job Description
Research and development, engineering, and logistics services that enhance and enlarge our customers’ operations. Summary:


The Program Analyst I will perform a wide range of management and program analyst activities supporting overall operational objectives for the Center for Disease Control and Prevention, Office of Financial Services, Office of Grants Services.


Responsibilities


Essential Job Functions:


  • Research applicable regulations, policies, and guidance documents for assigned grants management activities
  • Extract relevant data from archival data sources as needed, including assessing the reliability, validity and applicability of data sources
  • Create, review and update standard operating procedures, guidance and communications based on research of applicable regulations, guidelines and policies
  • Provide reports on CDC’s oldest grants and analyze data from the Payment Management System (PMS) and Unified Financial Management System (UFMS) to complete monthly reports that provides an explanation of CDC’s oldest grants that remain open. Coordinate efforts with PMS, UFMS and OGS operational branches to expedite the closure of grants that remain on the The contractor shall provide data analyses and information for Quarterly Closeout Performance Measures for OFR’s Performance Dashboard and assist in monitoring internal OGS performance closeout measures
  • Analyze and assess federal regulations and requirements and shall apply them to CDC. The contractor shall also track compliance with applicable federal regulations and requirements
  • Collect, assess and cleanse as needed data from the above- mentioned methods
  • Respond to data calls, email, telephone, and written communication promptly. Respond to email and telephonic inquires within one business day. Respond to written communication within three business days
  • Develop ad-hoc data and reports for OGS staff as needed
  • Provide analyses and reports on Canceling Year Closeout Data by analyzing data from the Office of Financial Accounting Services (OFAS) closeout reports and UFMS data
  • Assist Grants Management Specialists and OGS leadership with award reconciliation and closeout issues
  • Determine and employ applicable data collection strategies including document analysis, focus groups, surveys, questionnaires, and other relevant methods
  • Provide training support to assist in the development of on-the-job training
  • Attend meetings associated with assigned activities
  • Develop and maintain reporting tools and forms related to workforce development including templates and databases
  • Apply knowledge of federal regulations to the review of audit and financial reports, staying up to do on changes and updates to applicable regulations, policies and procedures concerning audit and financial review
  • Develop customized reports utilizing data from OGS reporting systems
  • Devise, implement and assess training performance metrics
  • Assist with the administration and management of IT systems including the Learning Portal and Grant Solutions
  • Perform various day-to-day duties as required in support of performance and data management requirements related to grants/cooperative agreement including the maintenance of files, generation of required correspondence and special projects as assigned by OGS


Qualifications


Necessary Skills and Knowledge:


  • Demonstrated ability to communicate complex analytical results to mixed audiences in easily understandable terms
  • Demonstrated ability to write reports based on analytical findings
  • Proficient with Microsoft Office Suite, including Word, Excel, PowerPoint, SharePoint, Teams, software products required
  • Good organizational skills, with the ability to establish priorities
  • Possess knowledge of applying analytic methodologies and principles to address program needs
  • Detail Oriented, ability to perform well with minimal supervision
  • Position requires strong analytical, interpersonal, oral and written communication skills, and the ability to solve complex problems and work in a team environment


Minimum Qualifications:


  • Minimum two (2) years of relevant experience in the performance of qualitative and quantitative analysis to evaluate the effectiveness of programs and organizations or a related area that demonstrates the ability to successfully perform the duties associated with this work
  • Bachelors or equivalent experience is required


Preferred Qualifications:


  • Master’s Degree in a related field


The salary range for this position is $84,000.00 – S99,000.00 annually.
