Job Description

Kelly has a wonderful opportunity for an experienced Program Manager – Government Contracts to lead and oversee a portfolio featuring strategic scientific federal contracts focused on our Nation’s public health. This is a Direct Hire opportunity with a starting salary of $170,000 - $180,000, an excellent bonus structure, and a comprehensive benefits package. In this role you will provide Program Management leadership by supporting the leadership team to drive strategy and execution. This is a remote with travel position, and you will wok closely with business unit partners to achieve results. The ideal candidate will carry relevant portfolio/program management with governments contracts as well as top-level people leadership skills.


***Please note: 7+ years of Program Management experience with oversight of Government Contracts working for an established government contract partner is required for consideration***


Responsibilities include but not limited to:


  • Responsible for establishing the direction for new processes, systems, solutions, and products using reasoning and interpretation
  • Ensure programs are executing within compliance with specifications, performance requirements, schedules, cost commitments, and internal policies and procedures
  • Establish and clearly communicate overall program objectives, mission, vision, and strategy with a focus on building morale and supporting team needs
  • Build and maintain successful relationships with current and prospective customers
  • Deliver timely and clearly communicated decisions and recommendations to senior leadership, the program team, and management
  • Act a trusted advisor to multiple government and commercial customers and internal and external stakeholders
  • Direct program development that integrates with the overall business and strategy
  • Participate in business development activities including outlining potential opportunities, participating on proposal teams, and leading associated tasks
  • Provide overall leadership and direction to a cross-functional program team including coaching, conflict resolution, and initiating corrective actions if necessary
  • Identify potential risks and opportunities that could impact program performance and take proactive action to resolve issues regarding cost and schedule

Skills and Requirements:

  • Prior experience supporting technical contracts for government customers
  • Bachelor’s Degree in Science, Engineering, Business, or similar field of study required
  • Advanced program management, leadership capabilities, and broad experience across multiple related professional disciplines
  • Direct experience in managing multi-task contracts and subcontracts of various types and complexity
  • Ability to work remotely with occasional travel (10%-20%)
  • Proficient with SharePoint, Adobe, or similar document/communication management applications
  • Proposal development experience highly preferred
  • Minimum of 7+ years of relevant program/portfolio management experience with oversight of government contracts in a contractor setting
  • Highly proficient with Microsoft Office applications such as MS Word, PowerPoint, Excel, and Teams
  • Experience in successfully managing and developing professionals, staff members, and consultants
  • Demonstrated ability to exhibit thought leadership
