DEFINITION
Under general direction, assigns and supervises the activities of the electrical distribution system of the Electric Utility Department. Performs a variety of professional office and field work related to the maintenance and construction of the electric utility. Provides administrative direction and technical assistance and training to division staff, and performs related work as required.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the Electric Utility Director or designee. Exercises direct oversight of assigned supervisors and staff for the City's electric utility substation, metering, field services, construction and maintenance sections.
Duties may include, but are not limited to the following:
Under general direction, assigns and supervises the activities of the electrical distribution system of the Electric Utility Department; direct, train, review, evaluate, monitor work flow and coordinate in the construction, maintenance, troubleshooting, repair and operation of power substations and meters;
Direct, train, and evaluate technical staff in the maintenance, calibration, troubleshooting, and repair of power substation equipment, municipal electric facilities, SCADA systems, process control and instrumentation devices, metering and other computer and electronic-based systems;
Review and comment on plans and specifications submitted by contractors and consultant engineers;
Recommend, implement and ensure regulatory compliance requirements are being met;
Recommend the appointment of personnel, conduct performance evaluations, recommend disciplinary procedures as required, maintain high standards necessary for the efficient and professional operation of the electric utility; develop, implement and evaluate the Division's goals, objectives, policies, procedures and practices; prepare the Division's budget, assist in budget implementation, participate in the forecast of additional funds needed for staffing, equipment, materials and supplies, administer and adhere to the approved budget; coordinate assignments with Electric Utility Department and other City Departments' staff;
Research and prepare technical and administrative written reports and correspondence;
Recommend and implement safety procedures, training and guidelines, acquire necessary protective gear, tools and devices to enhance personnel and equipment safety;
Respond to public concerns and complaints, ensure they are handled promptly and professionally;
Build and maintain positive working relationships with co-workers, subordinates, other City employees and the public using principles of good customer service;
Perform other duties related to the operation of the department and the City including additional duties that enable the department and City to meet the diverse needs of its community.
MINIMUM QUALIFICATIONS:
Knowledge of:
Theories, principles, techniques and equipment used in electric utility construction, maintenance and operations; detailed analysis of power outages and protective device operation, coordination, and proper "targeting" (protective relaying trip indications/indicators); methods, equipment, tools and materials used in electrical underground and overhead construction, maintenance, or repair work;
Pertinent local, State, Federal rules, regulations and laws;
Modern office procedures, methods and computer equipment; record keeping and reporting procedures;
Principles and practices of budget development, implementation and monitoring; principles and practices of supervision, training, and performance evaluation; principles and practices of research, analysis and management;
Safe work practices and procedures.
Ability to:
Plan, organize and supervise the day-to-day activities of the Construction, and Maintenance Division including a variety of field operations and maintenance activities; analyze technical operations and maintenance problems, evaluate alternative solutions, project consequences of proposed actions, recommend or adopt effective courses of action and implement recommendations in support of goals;
Develop and implement goals, objectives, policies, procedures, work standards and internal controls;
Exercise sound independent judgment within general procedural guidelines; communicate clearly and concisely, both orally and in writing.
Prepare and maintain clear, concise and accurate technical and administrative documents, reports and correspondence; interpret and apply City and departmental policies, procedures, rules and regulations;
Supervise, train and evaluate subordinates, gaining cooperation through discussion and persuasion;
Participate with various City departments and outside agencies in the planning and design of electric facilities;
On a continuous basis, sit at desk and in meetings for long periods of time, intermittently twist to reach equipment surrounding desk, perform simple grasping and fine manipulations, use landline and mobile phones, write or use a keyboard to communicate through written means, and lift or carry weight of 25 pounds or less;
Establish and maintain effective working relationships with those contacted in the course of work;
EDUCATION AND EXPERIENCE
Any combination equivalent to education and experience that would likely provide the required knowledge and abilities would be qualifying. A typical combination is:
Education:
Equivalent to possession of an Associate degree or completion of two (2) years of college with major coursework in electrical theory, electronics, electrical engineering or a related field.
Experience:
Five (5) years of increasingly responsible experience in electric utility operations and maintenance activities; including two years of supervisory responsibility.
LICENSES AND CERTIFICATES:
Possession of a valid Driver's License (Class C) issued from the California Department of Motor Vehicles.
WORKING CONDITIONS
Environmental Conditions: Exposure to safety hazards including, fumes or odors, dust or gases, chemicals, toxic materials, oil, and a variety of mechanical machinery.
Physical conditions: Essential functions may require maintaining physical condition necessary to see well enough to read, write and make observations; hear well enough to converse on the radio, telephone and in person; bodily mobility to occasionally walk, bend, kneel, reach, stand, crouch or climb; operate assigned equipment and vehicles; operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; to verbally communicate to exchange information; and intermittently sit while preparing reports and operating vehicles and equipment.

HIRING PROCEDURE - Applicants must possess the minimum qualifications by the final filing date. Eligible lists are established upon successful completion of the selection process. MEDICAL-DRUG SCREENING – All positions may be subject to a physical or drug screen issued by a qualified medical physician assigned by the Human Resources Division. Under the requirements of the Drug Free Workplace Act of 1988, the City of Lodi has been designated as a drug-free workplace.
APPOINTMENT - At the time of appointment all candidates will be required to execute an oath of allegiance and complete Form I-9 - Employment Eligibility Verification in compliance with the Immigration and Naturalization Act. United States citizenship is not required. All new appointees are required to successfully complete a probationary period of twelve months.
EMPLOYMENT BENEFITS
SALARY - The starting salary is the first rate shown on the job announcement. Advancement to the higher steps of the salary range is based upon merit in accordance with the Salary Ordinance and Rules for Personnel Administration. Eligibility for the first merit increase is effective after 12 months and for additional merit increases after one year intervals until the employee has reached the maximum step.
HOLIDAY, VACATION, SICK, AND ADMINISTRATIVE LEAVE - Holiday - An average of 13 paid holidays per year. Vacation - 2 weeks paid vacation annually, increasing with length of service depending upon the appropriate labor agreement. Sick Leave - 10 days per year depending upon the appropriate labor agreement. Administrative Leave - Management/Mid-Management positions receive 80 hours per fiscal year, and specified professional/technical positions receive 40 hours per fiscal year (Pro-Rated).
HEALTH INSURANCE - Medical, Dental and Vision plans are available for employee and dependents. A portion of the premiums may be the employee's responsibility.
LIFE INSURANCE AND LONG TERM DISABILITY - The City pays the full premium for employee and dependent life insurance, and offers a long-term disability plan that provides up to approximately 2/3 of an employee's salary.
RETIREMENT AND DEFERRED COMPENSATION - The City of Lodi is a member of the Public Employees' Retirement System (P.E.R.S.). Lodi is not a member of the Social Security System except for the required medical contribution. Employees may participate in a 457 Deferred Compensation program.
FLEXIBLE SPENDING ACCOUNT - Employees may participate in a Section 125 Flexible Spending Account.
