JOB DESCRIPTION AND POSITION REQUIREMENTS:
The Pennsylvania State University is seeking a Workforce Development Program Specialist .
The Workforce Development Program Specialist is responsible for assisting Title II adult education agencies to address and meet the goals of the Workforce Innovation and Opportunity Act (WIOA) with the Pennsylvania Department of Education Division of Adult Education (Division) Workforce Development Liaison project. Under the direction of project leadership, the Specialist will develop and deliver training for adult education program staff; provide technical assistance and coaching to programs, including assistance focused on Integrated Education and Training; coordinate the implementation of workforce development and partnership strategies related to WIOA Local and Regional Plans; support adult career pathway development and implementation for providers in alignment with WIOA Local and Regional Plans; support coordination of services within and among regional coalitions; develop resources for programs; contribute to the development of various written and online program deliverables; collect and use program data to understand current trends and outcomes; and other similar tasks that support the role of student support coordinators in Division-funded adult education programs. Additionally, the Specialist will work closely with the Pennsylvania Professional Development System to implement a coordinated service delivery approach.
Typical Requirements
This position requires a bachelor’s degree or higher in Education, Workforce Development or a related discipline plus four years of related experience; or an equivalent combination of education and experience. A master’s degree in Adult Education, Workforce Development, or related discipline is preferred. Knowledge of, and experience with, the Workforce Innovation and Opportunity Act, workforce development, career pathways, adult education theory and practice, and English as a Second Language theory and practice are strongly desired. A successful candidate should possess strong organizational skills; excellent interpersonal and communication skills; the ability to creatively solve problems; and experience using Microsoft Office products and web conferencing tools. Applicant must have flexibility in his/her schedule and travel in Pennsylvania is required. Although based in University Park, there is a possibility to work remotely. This is a limited-term appointment funded for one year from date of hire with excellent possibility of re-funding.
