We are seeking a dedicated and passionate Education Program Consultant to join our team at the Bureau of Learner Strategies and Supports within the Iowa Department of Education. As part of our mission to create excellence in education through leadership and service, we require talented individuals who can work collaboratively to turn this vision into a reality.
Responsibilities
Lead and provide support in the development, dissemination, and delivery of evidence-based instructional strategies. This includes active participation in content-specific leadership team meetings, statewide improvement teams, and collaboration with stakeholders. Offer guidance to school districts, AEAs (Area Education Agencies), and higher education institutions on best practices in K-12 instructional strategies to enhance learning outcomes for all students.
Collaborate with special education personnel to develop and implement instructional strategies aimed at improving specially designed instruction and overall student learning.
Offer technical assistance to LEAs (Local Education Agencies), AEAs, and Department personnel in the area of instructional strategies to enhance learner outcomes through evidence-based practices. This involves working with site visit teams, providing ESSA (Every Student Succeeds Act) support, and addressing general school improvement requests.
Continuously update professional knowledge by reviewing relevant research, conducting on-site program visits, and engaging in continuing education activities. Actively participate in professional activities organized by the Bureau, Division, Department, as well as national and state organizations. This includes regular attendance at bureau and division meetings and proactively seeking out current information related to instructional practices within the Department.

Working Hours: Monday to Friday, 8:00 a.m. to 4:30 p.m. with potential for a hybrid remote work schedule after the initial training period. Occasional in-state and out-of-state travel may be required.

Applicants must meet one of the following selectives to qualify for this position:
Teaching/Training (160)
Minimum of 6 months' experience, 12 semester hours, or a combination of both in instructing students individually or in groups. This includes preparing materials, delivering lectures or presentations, tracking student progress, and providing feedback.
OR
Education (186)
Minimum of 6 months' experience, 12 semester hours, or a combination of both in education, instructional design, or a closely related field.
OR
Instructional Design (203)
Minimum of 6 months' experience, 12 semester hours, or a combination of both in all of the following:
Assessing learners' current state and needs.
Defining the desired instructional goals.
Developing a plan to bridge the gap between learners' current state and the desired goals.
Evaluating the effectiveness of the training.
OR
Professional Development Experience (574)
Minimum of 6 months' experience, 12 semester hours, or a combination of both in the area of educational professional development design and implementation.
Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for this position:
Graduation From An Accredited Four-year College Or University And a Minimum Of Five Years Of Full-time Post-graduate Work Experience In One Or a Combination Of The Following Areas
Professional training, teaching, or counseling experience in an educational setting.
Professional administrative experience in an educational setting.
Professional personnel administration, including job analysis, performance appraisal systems, selection devices, or labor relations.
Professional finance, accounting, or auditing experience, including the preparation or analysis of financial statements.
Professional experience in a major technical program area utilized by the Iowa Department of Education or Board of Educational Examiners.
A combination of a total of five years of post-graduate education and full-time experience (as described in requirement 1), where 24 semester hours of accredited post-graduate college or university coursework are considered equivalent to one year of full-time experience.
Graduation from an accredited college or university with a Master's degree, possession of a valid Iowa Teaching Certificate, and a minimum of three academic years of teaching and/or administrative experience in PK-12 and/or a post-secondary educational institution.
