Reporting to the General Manager, the Director of Security is responsible for the safety and security of all persons and property within Forest Highlands. This includes the financial and administrative functions of the security department including Development Standard compliance, Firewise compliance, Rules and Regulations violation control and all traffic control programs. Forest Highlands Golf Club is a very dynamic operation. This position requires the ability to multi-task on a variety of levels with the utmost of focus and professionalism. The needs of the community and its Membership continually change and evolve. The position of Director requires considerable flexibility regarding policy and procedure implementation. This flexibility will ensure Forest Highlands will remain a desirable, well-respected community for its members, their guests, and community employees.
Essential Functions
- Develop and maintain an up-to-date security manual and briefing process of departmental policy and procedures.
- Research, conduct comparative analysis, purchase, and maintain equipment for all safety, security, and traffic-related activities.
- Develop and maintain an evacuation plan in conjunction with local fire and law enforcement authorities for all of Forest Highlands.
- Develop forms for all procedures in the Forest Highlands Security Department.
- Maintain the security department at Forest Highlands at the highest professional level that provides the necessary required degree of security and yet is not intrusive and is tolerable by the Members and guests.
- Develop, train and maintain a professional and efficient security department for Forest Highlands.
- Manage the 24x7x365 Security department and gatehouse operation with redundancy.
- Attend meetings with the Forest Highlands Board, Members in forum, Security Committee, Firewise Committee, Design Review Committee, and other local authorities as required.
- Maintain, control, and provide property access services to the Membership (key control)
- Provide an after-hours emergency call for service program for Forest Highlands Members. This may include assisting Members with various non-security requests, i.e., water on/off, heat turned up/down and other special requests, etc.
- Assist other Forest Highlands managers in developing secure procedures for their operations as required.
- Research, design, manage and initiate all Forest Highlands' security programs.
Access Control:
- Investigate and report on all damage to perimeter fencing and access points into Forest Highlands to Common Area department.
- Develop and manage a transponder access control system. Issue transponders to Members, employees, and authorized contractors.
- Conduct random inspections of all contractors driving into Forest Highlands to ensure they have proper registration, driver's licenses, and auto insurance.
- Control, maintain and keep in good operating order all electric emergency gates and the WWTP electric gate systems.
- Maintain and control the issuance of passwords/gate codes for the emergency gates and the WWTP gate.
- Provide temporary and extended guest passes for visitors of Members.
- Investigate all reported and observed trespassing violations and take appropriate action.
- Develop and manage a control access procedure onto Forest Highlands property to only Members and their families, authorized guests and contractors and Forest Highlands employees.
Rules, Regulations, and Local, State and Federal Laws:
- Issue violation notices to violators of Forest Highlands' rules and regulations and maintain an up-to-date tracking system for all violators.
- Meet with general contractors prior to new construction to ensure they fully understand Forest Highlands' rules relative to construction sites.
- Develop and recommend safety and security rules and regulations for Forest Highlands.
- Work with local fire authorities to develop necessary fire safety programs and fire evacuation plans for Forest Highlands. These must be reviewed annually.
- Develop and maintain a violation tracking system that identifies all violators and their status.
- Assign and supervise at least two weekly construction site inspections and issue violation notices as required.
- Write incident reports on all occurrences that are violations of Forest Highlands' rules and regulations or other laws or incidents that require follow-up or occurrences that require documentation.
- Conduct investigations on incident reports that require such.
- Inform all violators of Forest Highlands' rules and regulations when a violation is observed or reported.
- Manage radar speed regulation enforcement and issue violation notices as required.
- Work with local law enforcement on investigations of reported crimes that occur on Forest Highlands property.
- Enforce all Forest Highlands Security rules and regulations on Forest Highlands' property.
Oversight of services and programs for Forest Highlands Members and guests:
- Supervise the regular security inspections and lockups and unlocks for all Forest Highlands common buildings.
- Provide and manage a secure voluntary homeowner house-key depository for all Forest Highlands homeowners.
o Initiate and maintain a secure procedure for accounting for all homeowner keys.
o Supervise the dis-arm and re-arms for Forest Highlands homes for guests and contractors entering Member's homes.
o Maintain a record of all keys issued and homes dis-armed and rearmed for a period of two years.
- Provide and manage a state-of-the-art alarm monitoring system for Forest Highlands homeowners and Forest Highlands common buildings.
o Develop procedures for action required on alarms received, to include Calling fire, medical or police authorities.
o Responding to the house, conducting a complete security inspection, testing the alarm panel for malfunctions, and restoring the alarm system.
o Arranging for necessary repairs and/or installation of alarm systems with the Members’ approval.
o Provide Members under a monitoring contract with their system's history.
o Test each system as requested.
- Provide and manage a comprehensive House watch program for all Forest Highlands homeowners.
o Weekly security inspections of resident's homes while absent include inspecting all windows, doors, and locks, checking heater and water heater settings, checking for frozen pipes, checking for storm damage and checking the alarm system.
o Notifying the owner if discrepancies are found.
o With prior notification, the Security Department will perform reasonable requests by homeowners such as turn water on or off, reset heat and water heater prior to a member or guest's arrival.
o Provide accurate records of all House watch entries and discrepancies found for a period of three years.
o Provide incident reports for insurance purposes.
- Supervise all emergency situations on Forest Highlands property, i.e. lost child search, gas leaks, etc. (all security officers are first aid, AED and CPR trained)
- Provide animal control service for stray domestic animals on Forest Highlands property and coordinate with outside agencies regarding strays and other wildlife.
- Director or Assistant Director will act as a sitting member to the Firewise Committee
- Research, develop and maintain an AED program for Forest Highlands.
o Maintain an accurate list of status of all Forest Highlands properties related to Firewise Compliance.
o Write letters and make appropriate contacts of Members not conforming to Firewise Standards.
o Work with HFD in ensuring properties meet Firewise Standards.
- Act as a sitting member of the Design Review Committee.
o Develop and maintain a tracking system for the status of all new construction and remodel construction.
- Develop and maintain a compliance tracking system to track all violators of Forest Highlands' rules.
o Write letters to violators as deemed necessary.
o Submit proper documentation of violations.
Requirements:- Ability to learn and functionally operate security networks; Access control database, report writing system, surveillance software, telecommunications software and network, digital FCC licensed radio, Wireless data network.
- College degree, advanced degree or equivalent in an area of study relevant to this position and at least 10-15 years of experience in private sector corporate security or related public sector organization.
- Be able to function under pressure, set priorities and adjust to changing conditions.
- Demonstrate strong conflict resolution skills.
- Possess good motivational skills with the ability to work independently as well as with a team.
- Must have a valid driver’s license and current vehicle liability insurance.
- Shall possess a minimum of five years direct experience in a significant leadership role. Demonstrated ability to develop and manage the functional capital and expense budget.
- Maturity to understand impact and sensitivity of security issues.
- Must be proficient in MS Word, Excel, PowerPoint, and Windows.
- Develop a working knowledge of Forest Highlands governing documents including CCRs, Rules, and Enforcement Policy
- Ability to effectively communicate within all levels of the organization, including briefing executive management, Board and committees on status of security and safety issues.

Physical Demands and Work Environment
- Required to respond to emergencies as may be needed after normal business hours, including weekends and holidays.
- May be required to lift and move injured persons and deceased wildlife. Portable highway signs, 12-volt batteries and 30 Lbs. of medical equipment.
- Must be able to work outdoors in various weather conditions, particularly heat, rain and snow.
- Ability to achieve: CPR, AED, Emergency Medical Response Certification.
Budgetary Responsibility: Department Operating and Capital Budgets
