Job Description
Serves as the Director of Marine Terminal Security for the Staten Island Ferry Terminal in St. George, Staten Island. The Director will act as the Facility Security Officer with respect to the federally mandated Maritime Transportation Security Act and 33 CFR Subchapter H, Part 101-105. The FSO manages the security of the terminal within the regulations and specifically at each threat level as dictated by the Department of Homeland Security.

Examples of typical tasks:
The Director of Marine Terminal Security will be specifically responsible for the following:
  • Ensure that all facility personnel are briefed on changes in security conditions at the facility; and
  • Assist the CSO to ensure that drills and exercises required by the Combined Security Plan are performed in accordance with 33 CFR Part 105.220;
  • Ensure notification, as soon as possible, to law enforcement personnel and other emergency responders to permit a timely response to any transportation security incident (TSI);
  • Ensure TWIC programs are in place and implemented appropriately.
  • Ensure written security measures and instructions are provided to facility personnel stationed at security posts;
  • Ensure that security equipment is properly operated, tested, calibrated, and maintained;
  • Manage the security administration as it relates to facility and port operations appropriate to passenger ferries, including all credentialing of employees, vendors, and visitors.
  • Ensure the preparation of and submission of reports as necessary;
  • Ensure communication and cooperation between SIFERRY facilities and vessels and the other facilities and vessels with which they may interface;
  • Assist the CSO to ensure the recording and reporting of attainment in changes in MARSEC Levels to the CSO and U.S. Coast Guard Captain of the Port;
  • 24/7 response to all security incidents.
  • Assist the CSO to ensure effective coordination of contracted security services;
  • Ensure adequate training for personnel performing facility security duties;
  • Ensure implementation of Declaration of Security (DoS) requirements as necessary;
  • Ensure the effective maintenance of security records and documentation;
  • Enhance security awareness and vigilance of facility personnel;
  • Assist the CSO to ensure that the Combined Security Plan (in accordance with 33 CFR Parts 104.400 and 105.400) is developed and implemented;
  • Assist the CSO to ensure Facility Security Assessment is carried out when necessary;
  • When requested, ensure the Vessel Security Officer (VSO) receives assistance in confirming the identity of visitors, concessionaires and service providers seeking to board the vessel through the facility;
  • Ensure that occurrences that threaten the security of the facility are recorded and properly reported to the CSO and other entities as required by reporting procedures;
  • Ensure regular security inspections of the facility are conducted;
  • Act as liaison with contracted security firms utilized at each terminal of the ferry system, identifying areas of responsibility and monitoring firms for compliance.
  • Assist the CSO to ensure that facility security activities are audited at least once each calendar year and that the Combined Security Plan and Facility Security Assessment are updated as necessary;
  • Develop, conduct, and document drills and exercises as related to the requirements of the Combined Vessel and Facility Security Plan.

Minimum Qual Requirements

1. A baccalaureate degree from an accredited college and four years of satisfactory full-time experience conducting investigations to identify or gather evidence of criminal activity or fraud, or to verify or evaluate qualifications of persons for employment or licensure, 18 months of which must have been in an administrative, managerial or executive capacity or supervising a staff performing investigations or related work; or

2. An associate degree or 60 credits from an accredited college and six years of satisfactory full-time experience as described in "1" above; or

3. A four-year high school diploma or its educational equivalent and eight years of satisfactory experience as described in "1" above; or

4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must have the 18 months of experience in an administrative, managerial, executive or supervisory capacity as described in "1" above.

Preferred Skills

The ideal candidate will possess:
  • College degree in operations management, business management, marine transportation, or related discipline. Industry-relevant work experience may be substituted for a college degree.
  • Experience in public transit systems or waterborne transportation facilities.
  • Knowledge of the Maritime Transportation Security Act, crisis management, contemporary terrorism, security assessment, and threat and risk analysis.
  • Company, Facility, and Vessel Security Officer training course, in compliance with the USCG Elements of Requests for Maritime Security Training Course, is preferred.

TWIC REQUIREMENT: Once selected for employment at the Staten Island Ferry, federal regulations require that the applicant must either undergo a federal background check as part of the Transportation Worker Identification Credential (TWIC) program or already possess a TWIC. This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37.
