The Real Estate Services (RES) division of DCAS supports the operations of the government of the City of New York by providing services for the City’s real estate needs. RES is responsible for the space planning and management of 37 million square feet, Citywide acquisitions (lease or purchase), sales and other dispositions of City-owned real estate, architectural design and project management, zoning and land use analyses, disposition of 15,000 City-owned lots, property valuation, and financial analysis of real estate transactions.

The Design & Project Management (D&PM) Unit is tasked with delivering comprehensive project management and design expertise to DCAS and NYC client agencies in order to fulfill their operational and space needs in support of their services to the general public. Reflective of that mission, D&PM is responsible for providing Project Management Services for the renovation of leased and city owned space including programming, preliminary design, scope of work development, cost estimating, furniture and equipment specifications, procurement coordination, space measurement verification and construction administration, among others. D&PM serves client agencies as facilitator in translating their operational needs into space needs that support their specific missions and their workforce.

We are seeking to hire an Administrative Space Analyst Level M3 position as Deputy Executive Director of Design & Project Management (Deputy ED). The Deputy Executive Director will serve under the Executive Director of Design & Project Management (D&PM) as a second-in-command for a unit that comprises of (4) project management teams, (1) estimating team, (1) engineering team, their respective Directors and our advisory staff. The primary responsibility of the Deputy Executive Director is to provide seamless continuity of day-to-day operations and foster a professional working relationship with our fellow RES units, Client Agencies, Tenant Representative partners, Prime Consultant Requirements Contracts and various external Stakeholders.

Additional responsibilities include:

Responsibility #1: Work with Executive team to strategize and continually optimize the performance of Real Estate Services.

Responsibility #2: Work with the Program Executive and D&PM Directors in management of the unit’s project control documents for consistency, effectiveness and reflect technological advances as well as DCAS led initiatives and the growing needs of client agencies.

Responsibility #4: Work with our D&PM Directors to ensure staff is supported in an environment that promotes decision-making excellence and empowers individuals to take the initiative to improve our operations.

Responsibility #5: Manage the Requirements Contracts and facilitate access to contract for all RES units.

Responsibility #6: Oversee performance of Tenant Representative contracts as they pertain to D&PM deliverables.

Responsibility #7: Represent and act as signatory for the D&PM Executive Director in their absence.

Responsibility #8: Assist the Executive Director and Operations Manager in the creation and review of capital plans, project budgets and unit work allocations.

Minimum Qual Requirements

1. A baccalaureate degree from an accredited college or university and five years of full-time paid experience requiring general knowledge of construction and construction costs, electronic data processing equipment, telephone communications systems, building standards and leasing procedures, in the evaluation and layout of space in office buildings, garages and other structures used for commercial and industrial purposes, at least two years of which shall have been of a supervisory nature; or
2. High school graduation or evidence of having passed an examination for a high school equivalency diploma or the U.S. Armed Forces G.E.D. certificate with a score of at least 35 on each of the five tests and an overall score of at least 225 in the examination for the diploma or certificate, plus nine years of full-time paid experience as described in (1) above, at least two years of which shall have been of a supervisory nature; or
3. A satisfactory equivalent. However, all candidates must be high school graduates or possess the equivalent as described in (2) above and must have at least two years of supervisory experience as described in (1) above.

Preferred Skills

Bachelor’s degree of Architecture preferred.

NYS Architect Registration

Familiarity with workplace strategies and active office design

AutoCAD, Adobe Creative Suite and Microsoft Office proficiency is preferred

Experience managing technical teams is greatly valued

Self-starter, able to work independently on projects with little to no direction

Collaborative and cooperative leader with a focus on team-building

Experience managing various workstreams and/ or managing a team of resources

Extremely efficient, creative, resourceful, and strategic thinker

Excellent written and verbal skills; confident communication and listening

Experience managing budgets and schedules

Strong ability to multi-task and successfully coordinate multiple projects simultaneously

Ability to prioritize activities effectively, while ensuring a high level of accuracy and attention to detail

Strong interpersonal skills and ability to build relationships.
