We are seeking a Contract Administrator (program analyst 2) to join our Child Welfare team in Portland.

What you need to qualify:
A bachelor's degree in business or public administration, behavioral or social sciences, or a degree related to the agency program that demonstrates a capacity for the necessary knowledge and skills, AND two years’ experience coordinating or administering a program.

Any combination of experience or education equivalent to five years of experience that typically supports the knowledge and skill requirements listed for

Essential attributes:
Required Skills and Experience:
  • Ability to work in a team environment with excellent team player and interpersonal skills, including the willingness to collaborate, share information and contribute to the team's success.
  • Experience with Visio, Smartsheet, Adobe Pro, Microsoft Word, Excel, Outlook, Access, or other database platforms, and the ability to learn and navigate technology and create various documents.
  • Experience directly working with people in a human services related field that included programs or change/supportive services.
  • The ability to write technical documents in a clear and thorough manner with excellent writing/proofreading skills.
Preferred Skills and Experience:
  • Experience working with contracts or grants.
  • Self-Motivated, organized with attention to details, a quick learner who employs strategic thinking both short and long term.
  • The ability to understand and manage multifaceted budgeting and forecasting while being thorough, accurate, organized, and productive.
  • Proficient working with data base platforms; building sheets, utilizing formulas, tables, charts, and other intermediate functions.
  • Experience with community engagement and relationship building in diverse communities.

As a Contract Administrator, you will:
  • Create multifaceted financial trackers and reports for contract actuals and expenditures, invoicing, branch expenditures and budgetary projections.

  • Address questions and concerns internally and from contractors about contracts, expenditures, or programmatic inquiries.
  • Represent the district in meetings with ODHS employees, community stakeholders and other governmental bodies.
  • Problem solve and troubleshoot operations and monitor the adherence of policies and procedures, internally and with contractors.
  • Hold regular meetings to review contract compliance and work to resolve any identified issues.
  • Research, write, monitor, and amend contracts through various state procurement processes.
  • Be an integral part of a cohesive contracts team consisting of referral and invoice specialists, and Child Welfare/Self Sufficiency Contract Administrators, who together build and oversee a comprehensive service array for the clients and customers of ODHS in Multnomah County.
  • Follow up when operational weaknesses, problems, or areas of non-compliance are identified and recommend corrective action.
  • Facilitate work sessions during which district processes are developed and distribute information.
Working conditions:
  • This position may be done in a remote or hybrid environment if desired and upon manager approval.
  • You may interact with a wide range of people in diverse communities including some who have experienced trauma, exhibit challenges in controlling their anger, or other unexpected emotions impacted by drug use, cognitive impairments, or other factors.
