Climate Policy Analyst Trainee 2: satisfactory completion of one year of service as a Climate Policy Analyst Trainee 1; or a bachelors* degree in one of the physical or natural sciences, environmental sciences, engineering, economics, planning or a related field. one year of professional experience establishing policy, or developing or implementing climate or environmental relevant plans, projects, programs, policies, regulations or legislation. A master's or higher in a qualifying field may be substituted for one year of the required experience.Climate Policy Analyst 1: satisfactory completion of one year of service as a Climate Policy Analyst Trainee 2; or a bachelor's degree* in one of the physical or natural sciences, environmental sciences, engineering, economics, planning, or a related field; and two years of experience establishing environmental programs; preparing or reviewing climate relevant policies, plans, projects, regulations or environmental impact statements; preparing climate-relevant professional testimony for use in hearings or trials involving environmental matters; or preparing environmental analysis of climate change issues. A master's degree or higher in a qualifying field may substitute for one year of the required experience.*The specific qualifying degrees include atmospheric science, biology, chemistry, engineering, coastal resources management, communications, ecology, economics, ecosystem management, environmental health, environmental science, environmental studies, forestry, geography, geology, hydrology, marine science, meteorology, natural resources, natural science, physical science, physics, planning, public policy, sustainability, transportation planning, wildlife science, and zoology.

Duties Description Two Positions, Same Office, descriptions below: If you are interested in one position over the other, please indicate so in your cover letter/email, otherwise you'll be considered for both positions.The Climate Policy Analyst 1/Trainee will work within the Office of Climate Change (OCC) greenhouse gas (GHG) Mitigation Bureau to support development and implementation of GHG inventories, and policies and programs to reduce GHG emissions, and to support the implementation of the Climate Leadership and Community Protection Act (CLCPA). The CPA 1 may be directed to research and report on environmental and energy policy, review data, analyze problems and recommend solutions, communicate with staff from other programs and agencies, engage with stakeholders, and provide written and oral responses to public inquiries. Specific duties may include assisting in development of the state GHG inventory, tracking of contracts, state and federal policy, and environmental reviews such as under SEQR and CLCPA Section 7. The Climate Policy Analyst 1/Trainee will support municipal action to reduce greenhouse gas emissions and adapt to a changing climate, primarily through implementation of the Climate Smart Communities (CSC) grant, and Zero Emissions Vehicle (ZEV) grant and rebate programs. The CPA 1/Tr will assist with all phases of the CSC/ZEV grant and rebate programs, including development of requests for applications, review and scoring of applications, negotiation of grant contracts, review and approval of contract deliverables, processing of reimbursement requests, and all required recordkeeping. The CPA 1/Tr may also be assigned to work with other staff and contractors to enlist and support community participation in the CSC program and provide technical guidance to participating communities, and to support the CSC certification program, including administration and technical review of certification applications. The CPA 1/Tr may be directed to research and report on projects, review data, analyze problems and recommend solutions, communicate with staff from other programs and agencies, engage with stakeholders, provide oversight to contractors, including Climate Leadership Coordinators, and provide written and oral responses to public inquiries.
