Job Description
Minimum Qualifications


Non-competitive: bachelor’s degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, and either: satisfactory completion of a two-year traineeship or two years of experience* in data visualization, and statistical models and data mining tools


  • Substitution: A master’s degree in the above fields may substitute for one year of the specialized experience. A Ph.D. in the above fields may substitute for two years of the specialized experience.


Preferred Qualifications: Strong data analytic skills and programming experience using languages and tools such as SAS, Python, R, Tableau, SQL, ArcGIS systems and others. Experience with data analytics and engineering technologies. Familiarity with healthcare and public health data.


Duties Description


"The Data Analyst 1 position will will work under direction of data analyst 2 to develop and build data engineering models and programs in the Data Engineering Unit under the Bureau of Informatics and Technologies in Center for Health Data Innovation. The Data Engineering Unit is responsible for developing and operating large scale, enterprise data solutions and application that helps to guide policy and decision-making in healthcare and public health.


The incumbent will prepare data, drafts technical requirements and data definitions for new data models and data pipelines from ingestion to consumption in several large data systems overseen by the Center for Health Data Innovation including the All-Payer Database (APD); the Statewide Planning and Research Cooperative System (SPARCS); the Provider Network Data System (PNDS); and the Health Data New York (HealthDataNY) platform.


The Data Analyst 1 will assess data structure in current data sources and how they can be used to produce desired reports to further the department’s use of these data and systems to answer questions during public health crises, contribute to research, and support policy analysis.


The incumbent will performs data extraction, aggregation, and quality checks from multiple sources and tables in support of trend identification and root cause analysis and summarizes results, creates written reports and collaborates with staff in support of innovative and effective dashboards and data visualizations to promote health care quality and patient safety.


Duties include, but are not limited to: Perform the data engineering processes handling the ingestion, cleaning, and structuring of data under the direction of the Data Analyst 2 and the Data Engineering Unit manager.; Program scalable and efficient data pipelines several large data systems overseen by the Center for Health Data Innovation in programming languages including SAS, Python or SQL.; Build and maintain ELT/ETL integration processes required for optimal extraction, transformation, and loading of data from a wide variety of data sources in both on premise and cloud environments.; Collaborate with other staff and external partners to ensure support for all data sets and processes running in production.; Coordinate with Data Analyst 2 to collect program requirements, translate requirements to technical documentation, and compile methodology/code to support for major quality, patient safety and public health initiatives.; Assess data structures of current data systems in the Center for Health Data Innovation and how they can be used to produce desired reports.; Utilize cloud based data analytics technology solutions to support both regular reports and analyses as well as research on health outcomes of interest.; Prepare data for analysis and reporting using data wrangling techniques (joining, merging, stacking, cleansing, transposing, aggregating, transforming, etc.).; Develop basic predictive models and assess results to ensure validity, applicability, efficiency, and accuracy.; Produce and interpret univariate analyses to identify patterns, outliers, and errors in data.; Assist in the systems management, data management, and testing of systems used for data quality; develop scripts and data pipelines to automate these tasks.; and Other duties as assigned."
