Job Description
Minimum Qualifications


You must be currently reachable on the appropriate eligible list for this title (PCO, PCO Diversity or PATT), generally, a score of 100 is currently reachable.


OR eligible under the 55 b/c program (see below),


OR eligible to transfer to this title under Section 70.1 or 52.6 of the Civil Service Law.


70.1 Transfer


For a 70.1 transfer to a Training Specialist 1, salary grade 18, you must have one year of permanent competitive service in an approved 70.1 title allocated to a salary grade 16 or above.


70.1 Transfer To a Trainee 1


For a 70.1 transfer to the Training Specialist trainee 1, you must have one year of permanent competitive service in an approved 70.1 title allocated to a salary grade 11 or above and a bachelor’s degree or higher.


52.6 Transfer


For a 52.6 transfer to a Training Specialist 1, salary grade 18, you must have one year of permanent competitive service in an approved 52.6 title allocated to a salary grade 16 or above.


52.6 Transfer To a Trainee 1


For a 52.6 transfer to the Training Specialist trainee 1, you must have one year of permanent competitive service in an approved 52.6 title allocated to a salary grade 11 or above and a bachelor’s degree or higher.

Duties Description


  • Support of Bureau Administrative Functions
  • Management of Agency Compliance Programs
  • Participate in support of HR diversity, equity and inclusion goals:
  • As directed, attends training(s), complete annual surveys and contributes to strategic plan(s).
  • Act as primary administrator for the State Learning Management System (SLMS); enroll employees in NYS and agency mandatory trainings; run compliance reports and send reminders; trouble-shoot and/or follow up issues encountered; respond to routine inquiries. Ensure records are updated and accurate by comparing various biweekly reports, transactions, and other data sources.
  • Monitor staff development mailbox, answer routine inquiries, trouble-shoot issues or escalate for attention or resolution as appropriate.
  • As appropriate or directed, researches and recommends training(s), recruitment strategies, and practices to promote a positive, diverse, and inclusive agency culture.
  • Work with HR staff to monitor trainee and evaluation performance programs, and evaluates any identified training needs.
  • Design, Development, and Delivery Training Curricula
  • Acts as NY.gov ID Delegated Administrator; trouble-shoots employee accounts for access to SLMS and other agency platforms.
  • Replies to questions from participants regarding presented materials
  • Presents ideas, concepts, and information to participants
  • Support of Agency Performance Management Programs
  • Participate in the development and delivery of agency training programs, either in-person or remotely using various forms of technology. Develops and distributes training announcements, maintains course rosters, and tracks employee application to union-sponsored workshops.
  • Research various sources to find information, materials, and technologies to aid in the design and development of training programs, or the selection of appropriate vendors. Works with third-party vendors to outline terms and logistics of contracted training.
  • Travels to regional offices or other offsite locations as needed
  • Maintains familiarity with New York State’s mandatory training curriculum, delivery methods, internal and external stakeholders, tuition reimbursement options, and other logistics.
  • Work with HR staff to monitor employee probation reports.
  • Work with HR staff and other stakeholders to administer employee performance management programs; monitors employee performance evaluation process; communicates requirements to managers/supervisors, and provides/delivers training to managers/supervisors as needed to support evaluation programs.
  • Adjusts training based on participant or supervisor feedback


Additional Comments


This position requires travel. New York State fleet vehicles are assigned for travel. As such, you must have a valid license to operate a motor vehicle in the state of New York and maintain that license as a term and condition of employment.
