The Broward County Board of County Commissioners is seeking qualified candidates for an Administrative Specialist (Human Resources) at Broward County Aviation Department - Administration.

The Aviation Department which operates the Fort Lauderdale-Hollywood International Airport and the North Perry Airport is seeking qualified applicants for the position of Administrative Specialist. This position will coordinate business operations with Human Resources staff to provide HR support services to the Department's 703 employees.


Responsibilities for the Administrative Specialist role include: assisting with all HR functions including: recruitment, labor relations, performance management, compensation analysis, benefit and wellness program coordination, and departmental FMLA administration.


The ideal candidate should be self-motivated and possess knowledge and understanding of human resource practices and policies and be able to function in a large, fast-paced, demanding, and dynamic environment. Additionally, the Incumbent serves as the Aviation Administrative Division's Payroll Liaison with responsibilities for 104 employees.


General Description


Performs complex and varied administrative and clerical duties for an agency. Responsible for coordination, distribution and the safeguarding of confidential and sensitive material.


Works under general supervision, independently developing work methods and sequences.


Minimum Education And Experience Requirements


Requires two (2) years of clerical experience or closely related experience.


Special Certifications and Licenses


Must obtain and maintain a SIDA Badge.


Preferences


  • Associates Degree or higher from an accredited college or university with major coursework in business or public administration, human resources or closely related field
  • 1+ years HRIS/HCM experience (Peoplesoft, NEOGOV, or Similar)
  • 1+ years experience in managing FMLA processes
  • Human Resources Certification
  • Microsoft Office Certification
  • Experience understanding and applying union agreement language to employee situations.
  • 1+ years general human resources experience
  • 1+ years Aviation human resources experience


Duties And Responsibilities


The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.


  • Assists with scheduling pre-disciplinary/disciplinary meetings, including disseminating requisite documentation to Divisions and Labor Relations and tracking discipline cases.
  • Assists with full-cycle recruitment activities including, but not limited to: scheduling interviews and preparing interview materials, schedules and recruitment plans to meet Agency needs; attending career fairs on behalf of Human Resources.
  • Assists with onboarding and off-boarding activities including, but not limited to: liaising with candidates to complete their onboarding checklist; coordinating new hire orientation (onboard Broward); communicating with candidates and Divisions; scheduling exit interviews; collecting employee clearance notices; issuing communications to add/remove/change accesses etc.
  • Research, review, and prepare ad-hoc reports and spreadsheets, maintain organizational charts. Maintains spreadsheets on certification pay and communicates reminders to relevant staff. Prepares correspondence and memoranda in response to HR-related matters.
  • Performs administrative functions related to records management including, but not limited to, collating documentation for HR-related public records requests, creating personnel files, and scanning/filing/archiving various HR-related documents.
  • Performs reporting and tracking of the Department’s performance reviews, including generating/disseminating reports of upcoming and outstanding reviews, receiving, and processing reviews, updating tracking spreadsheet and PeopleSoft.
  • Assists internal and external customers with staffing of the Front Desk for BCAD's Main Administration Office as needed.
  • Administers Family and Medical Leave Act (FMLA) approvals [in consultation with the HRO/HRG], tracks FMLA usage, develops and engages in communications with employees and relevant Divisions. Maintains tracking spreadsheets.
  • Performs related work as assigned.
  • Performs a vital function by supporting BCAD Human Resources in providing employee advice/guidance on various topics including County policies and procedures, Collective Bargaining Agreement (CBA) language etc; provides referrals; provides SUNsational customer service to internal/external customers; assists with preparing for, and participating in, job recruitment events and various outreach initiatives.
