Job Description
  • Salary for this position is 140,000.00 and is non-negotiable.

Job Summary
Leads, plans, organizes, directs, and provides managerial oversight of all business within the Operations Division, including design and construction, facilities maintenance, custodial services, food service, transportation, consolidated services, and code enforcement, grounds crew, school police. Develops and implements procedures and best practices for efficient deployment of quality District wide Operations Services supporting District Core Beliefs and Commitments. Interacts directly with the Superintendent on daily basis and with School Board Members on Operations Division related issues, actions, and questions.

1. Provides vision and executive leadership for the Operations Division to implement a fully integrated in-house and outsourced team to deliver custodial, food service, transportation, facilities maintenance, logistics and warehouse support, grounds crew, school police and other support services.

2. Delivers safe, timely and effective services to all School District customers to advance academic achievement and add value. Implements initiatives to streamline processes and reduce annual costs while increasing the quality of service.

3. Leads, directs, and manages Operations Division operations: recruits, selects, orients, trains, coaches, counsels, and disciplines staff. Plans, monitors, appraises, and reviews staff job contributions to planning, development, delivery, follow-up, and evaluation of Operations Support.

4. Serves as the acquisition officer and contracting officer for contract administration matters. Represents the district in operations related contract claim avoidance and litigation.

5. Organizes and executes a multi-million dollar annual Design and Construction program including development of innovative program management to deliver more value sooner at less cost. Oversees selection, bidding, negotiation and awarding of architects, design build professionals, and construction contracts.

6. Leads and advises on the development of long range programs to mitigate an aging infrastructure, increasing backlog and funding challenges required to maintain a viable and effective facilities plant.

7. Represents Operations and the School District on matters involving local and state governments, parental and community groups, and business representatives.

8. Participates in state legislative process regarding operations and all facilities issues.

9. Performs other duties as assigned.

Qualifications
Education: Master’s Degree in Educational Leadership, Construction Management, Business or Public Administration, Engineering, Architecture, Building Technology, or related field.
Experience: Ten (10) years of proven combined school and district based or private, military executive level administrative and management experience directing public works organizations composed of in-house and outsourced services; strategic planning and acquisition management, facilities management, design and construction operations; capital and long range maintenance programs; master planning; logistics; food service; energy program management; real estate management, disaster preparedness, transportation, and working with other agencies in joint use agreements.
Certifications & Licenses: Preferred - Registered Professional Engineer or Registered Architect recognized by the appropriate National Registration Board. Active state license. Eligible for registration in the State of Florida, if not currently registered in Florida.
