The North Carolina Community College System (System Office) is comprised of a statewide network of 58 public institutions of higher learning. The system enrolls over 500,000 students annually. It is a constantly recognized leader in workforce and transfer preparation. The System also provides data to the North Carolina Learning Object Repository by collecting, contributing, and sharing digital learning resources for use in traditional or distance learning environments. Position is one of four positions located in the Human Resources that serves a staff of over 200 employees for the North Carolina Community College System Office. The Human Resources Office ensures the administration and implementation of a comprehensive personnel management system. Position is an HR Consultant II and is expected to have generalist knowledge of all HR functions. Position will work with and assist the HR Director in their absence. Position will serve as the Leave Administrator (FMLA, STD, LTD and Worker's Compensation). Position will also serve as the agency's Worker's Comp Administrator which is responsible for administering an effective and efficient workers’ compensation program. The agency shall ensure injured employees receive benefits that are paid with State funds to which the employee is entitled under the WC Act while controlling and containing claim costs. To meet these objectives, each agency shall:

  • Investigate new claims and work closely with the System Office and/or Community Colleges Safety Officers to prevent similar types of injuries.
  • System Office WCA works closely with OSHR, AGs office Attorneys, and Paralegals on retrieving all pertinent information needed to settle a claim, claim negotiations and provide authorization for nurse case management and surveillance.
  • Ability to understand, interpret, and apply rules: such as 25 NCAC 01C.1007
  • System Office WCA has a delegation to settle claims up to $25k, seek additional approval for claims over $25k
  • Responsible for ensuring appropriate reporting and monitoring of all agency claims; some colleges do not have a WC Administrator or do not have experience administrating the claims. The System Office WCA is responsible for training new WCAs and assisting with claim administration.

Position will also assist in professional analytical work interpreting, applying, and maintaining personnel programs. Position will function as the Leave Administrator (FMLA, FIL, Disability); assists the work planning and performance appraisal system; oversees salary administration; assists the Director with employee relations issues and grievances. Position will serve as a resource to the 58 community colleges, which are not subject to the State Human Resources Act, in all areas of Human Resources. Position performs other duties as assigned to facilitate the accomplishment of goals and objectives.

Qualified applicants must possess, and application must clearly reflect work experience that demonstrates the following:

  • Demonstrated knowledge of the principles and practices of human resources management.
  • Documented experience with the state's leave of absence program (i.e. FMLA, FIL)
  • Documented ability to establish and maintain effective working relationships with others; to express ideas clearly and concisely; to exercise good judgment in analyzing situations and making recommendations and/or decisions within delegated level of authority.
  • Demonstrated knowledge of the state Worker's Compensation program.
  • Demonstrated knowledge of the interpretation and application of federal laws and State HR laws, policies and practices governing HR.
Management Preferences:
  • Strong proficiency with Excel and Word
  • Demonstrated ability to work effectively in a fast-paced environment and manage multiple priorities
  • Demonstrated knowledge of job evaluation processes or procedures related to classification and/or position management
  • Knowledge of OSHR policies and procedures

Minimum Education and Experience Requirements

Bachelor's degree, typically in Human Resources or related field from an appropriately accredited institution and 2 years of experience required;
OR
High school or General Educational Development (GED) diploma and 5 years of progressive experience in Human Resources;
OR
equivalent combination or education and experience.
