CLASS DEFINITION
Perform responsible professional journey-level project management, design, technical drafting, office and field engineering work; assist the general public; and perform other duties as assigned.
DISTINGUISHING CHARACTERISTICS
Incumbents perform the complex technical civil engineering work with independent judgment. Incumbents may be responsible for specialized assignments, projects or programs, and may act in a lead capacity requiring a high degree of technical expertise, independent judgment, and accountability for assignment output.
SUPERVISION RECEIVED
The incumbent works under the general supervision of the professional engineering series staff, including Engineering Associate, Senior Civil Engineer, etc.

Job Overview

  • Perform survey and difficult drafting work.
  • Issue right-of-way encroachment permits.
  • Participate in project design meetings and review plans, specifications, and engineering drawings for conformance to applicable codes.
  • Prepare and make recommendations for revisions and/or improvements to construction plans and specifications.
  • Prepare progress payments for contractors; coordinate inspections with other departments; make recommendations for change, as appropriate; close out projects.
  • Prepare bid specifications and contract documents, project budget and cost estimates, and review bids submitted.
  • Supervise field survey work conducting preliminary location, construction, property, and topographic surveys.
  • Manage, review, and operate elements of the City’s traffic signal, CCTV and fiber optic system for the city.
  • Conduct and Review a variety of studies including hydrology, hydraulics, traffic and transportation planning, traffic circulation, traffic queuing, etc, and provide comments and recommendations to professional engineering series staff.
  • Design and prepare plans and specifications for street, sewer, water, storm drain, parks, traffic, transportation, public buildings and other construction projects.
  • Review and check development improvement plans and subdivision maps for compliance with City standards and conditions.
  • Conduct a variety of studies including traffic, transportation, hydrology and hydraulic calculations.
  • Prepare and maintain necessary records and reports.
  • Oversee construction projects and day-to-day construction activities to ensure compliance with plans and specifications, evaluate change orders, resolve problems, and coordinate/supervise field inspections with the Public Works Inspector.
  • Prepare plans and specifications, including design calculations, estimating and layout of engineering designs.
  • Manage Public Works projects including the Design and Construction of improvement projects including street, sewer, water, storm drain, parks, traffic, transportation, public buildings and other construction projects.
  • Review design plans and specifications for accuracy, completeness, and conformance with applicable Federal, State, and City codes and regulations.
OTHER JOB-RELATED DUTIES

Qualification Guidelines

EDUCATION:

  • Bachelor’s degree from an accredited college or university in Engineering, Mathematics, Physical Sciences or a related field is required.
EXPERIENCE:
  • One (1) year experience of progressively responsible engineering work preferably in a municipal setting.
REQUIRED KNOWLEDGE AND SKILL LEVELS:
  • Engineering plans, maps, and records.
  • Principles and practices of effective supervision.
  • Municipal engineering policies and procedures; construction, design, and survey techniques.
  • AutoCAD (Computer Aided Drafting).
  • Contract administration including the criteria used in the design of projects; methods, materials, Public Works performance, and payment bonds; construction bidding and change orders; equipment and safety hazards of construction projects.
  • Principles, practices, terminology, techniques, and methods of drafting, surveying, and engineering.
REQUISITE ABILITIES:
  • Read and interpret blueprints, electrical schematics, architectural, and engineering drawings.
  • Make accurate computations of material quantities, application rates, and production measures.
  • Perform complex engineering and mathematical calculations with speed and accuracy.
  • Communicate effectively, both orally and in writing.
  • Understand and follow complex oral and written instructions with a minimum of supervision.
  • Use independent judgment and initiative.
  • Operate computer software programs including Word, Excel, PowerPoint, Access, and AutoCAD.
  • Maintain accurate and orderly files.
  • Establish and maintain effective working relationships with employees, City officials, and the public.
  • Respond to public requests and inquiries.
  • Perform complex engineering drafting work.
  • Interpret engineering drawings and Public Works standards.
  • Perform complex traffic engineering/transportation planning studies.
LICENSE REQUIRED:
  • A valid California Class "C" Driver's License
CERTIFICATION:
  • Certification as an Engineer-In-Training is highly desirable.

PHYSICAL TASKS AND ENVIRONMENTAL CONDITIONS:
Work is primarily performed in an office environment requiring prolonged sitting or standing; walking, kneeling, crouching, squatting, stooping, and bending; input data into a computer terminal; exposure to computer glare, vibrations, and pitch; ability to lift, carry and move objects totaling approximately 25 pounds in weight; and have mobility, vision, hearing, and dexterity levels appropriate to the duties to be performed and may be required to work outdoors with exposure to direct sunlight, heat, humidity, rain, wind, cold, and noise levels.
