Job Description
Description/Duties & Responsibilities

This position will be part of the City’s Capital Improvement Projects division or Engineering Services division. This position under the Capital Improvement Projects division is primarily responsible for the design and construction of new projects and infrastructure maintenance projects. This position under the Engineering Services division is primarily responsible for reviewing construction plans, performing field inspections, and administering contracts.

Capital Improvement Projects Division

Duties and Responsibilities:

  • Investigates and resolves citizen complaints related to assigned capital improvement projects
  • Acts as project manager overseeing infrastructure and public facilities capital improvement projects; prepares requests for proposals; writes specifications; prepares cost estimates; oversees the bid process; negotiates and administers contracts; ensures compliance with grant funding requirements; conducts public meetings
  • Oversees the research and compilation of engineering and construction documents in support of capital improvement projects; maintains accurate records for assigned projects
  • Researches, prepares, and presents reports on a variety of engineering matters related to capital improvement projects
  • Advises consulting engineers of City requirements during the design; conducts plan reviews for capital improvement projects to ensure project compliance with City codes and design standards
  • Establishes positive working relationships with City employees, outside agencies, contractors, consulting engineers, and the public
  • Develops and maintains accurate project records for the division

Engineering Services Division

Duties and Responsibilities:

  • Administers contracts, including writing requests for proposals and preparing items for City Council review and approval
  • Investigates and resolves questions and complaints pertaining to engineering services issues
  • Assists developers, contractors, and members of the public during the design and construction stages and advises them on construction codes and City Ordinances and requirements
  • Establishes positive working relationships with developers, contractors, City staff, and the public
  • Performs field inspections to ensure developers and contractors are complying with City engineering standards and requirements
  • Reviews preliminary development plans, including street improvement, sewer, storm drain, and grading plans; reviews geotechnical reports and parcel maps; ensures plans meet City requirements
  • Researches, prepares, and presents reports on a variety of engineering matters pertaining to engineering services
Education and Experience
  • Any combination of education and experience that has provided the knowledge, skills, and abilities necessary will be considered
  • Possession of, or ability to obtain, a valid Class C California driver license
  • One year of experience in professional engineering, surveying, construction project management, or related area
  • Bachelor’s Degree in Civil Engineering or a related field
  • Possession of a valid certificate of registration as a Civil Engineer or Engineer-in-Training issued by the California State Board of Registration for Civil and Professional Engineers is desirable
Knowledge and Abilities
  • Strong written and verbal communication skills and the ability to communicate clearly and concisely, make public presentations, and write clear, concise reports
  • Strong customer service skills and the ability to provide relevant information, find workable solutions, and resolve difficult issues
  • Ability to develop project cost estimates, work within the constraints of the budget, and monitor contracts (only pertains to Capital Improvement Projects division)
  • Strong project management skills and the ability to oversee and manage multiple projects simultaneously, be sensitive to deadlines and changing priorities
  • Strong analytical skills and the ability to analyze engineering-related problems, be an innovative and strategic thinker, and provide sound policy and procedural recommendations
  • Strong interpersonal skills and the ability to build strong collaborative relationships with City employees, outside agencies, contractors, consulting engineers, and the public
  • Knowledge of civil engineering practices, principles, and regulations, including construction codes, City ordinances and standards, and federal and state laws and the ability to ensure compliance with these requirements
  • Knowledge of the field inspection process and the ability to perform field inspections to ensure compliance with City requirements (only pertains to Engineering Services division)
  • Strong work ethic and the ability to work both autonomously and within collaborative teams
  • Ability to lift, drag, and push files, paper and documents weighing up to 25 pounds
  • Knowledge of construction plans and specifications and the ability to evaluate, interpret, explain, and apply applicable engineering laws, codes, and regulations

Compensation includes enrollment in California Public Employees’ Retirement System as a replacement for Social Security plus a competitive benefits package. All appointments are made at step 1 of the salary range unless otherwise authorized by the City Manager.
