Job Description
About The Position


The Riverside County Fire Department has an opportunity for an Administrative Services Analyst I/II in Moreno Valley. The incumbent will be responsible for providing general support to the Fire Marshal. The incumbent will also be responsible for scheduling inspections, creating reports, ensuring continuity of the Hazard Abatement Program, administering the Fire Prevention Bureau's daily operations, and performing other related duties as required. Candidates that possess experience with the permitting process in a government agency and working with government programs and databases are highly desired.

Examples Of Essential Duties


Administrative Services Analyst I


  • Direct, train, assign, and evaluate subordinate clerical and technical personnel in the performance of routine tasks.
  • Develop written procedures to clarify or describe standard practices; design or improve forms to expedite procedures; coordinate the publication and dissemination of procedures; review present and pending legislation to determine effect on departmental operations and programs.
  • Assist in the preparation of budgets and performs cost/benefit analysis of specific programs; review financial data on an on-going basis to ensure conformance with established guidelines.
  • Assist in the preparation of grant applications; participate in various meetings and present and/or gathers data to assist management in making administrative and operational decisions; prepare a variety of records, reports, and correspondence.
  • Conduct studies of operational, service, and programmatic activities including work flow, organizational structure, operating procedures, space utilization, facilities management, equipment usage, and staffing patterns; develop reports and recommendations for appropriate action based on the analysis of collected data.
  • Monitor adherence to contract terms.


Administrative Services Analyst II


  • Recommend and establish contract forms and procedures; monitor adherence to contract terms.
  • Research availability and applicability of grant funding; research methods necessary for specific grant proposals; recommend and monitor procedures for grant implementation.
  • Plan, coordinate, and conduct studies of administrative, operational facilities management activities including fiscal operations, budget preparation and control, equipment usage, staffing patterns, work flow and space utilization.

  • Participate in various meetings and present and/or gather data to assist management in making administrative and operational decisions.
  • Prepare or assist in the preparation and/or review of budgets by analyzing need for budget items requested to determine whether or not items are justifiable, based on program objectives and priorities; review financial data on an on-going basis to ensure conformance with established guidelines; examine and make recommendations for the transfer of funds.
  • Coordinate the publication and dissemination of procedures; review present and pending legislation to determine effect on departmental operations and programs.
  • Upon request, develop and recommend policies and procedures; develop written procedures to clarify or describe standard practices; design or improve forms to expedite procedures.
  • Develop reports and recommendations for appropriate action based on the analysis of gathered data.


Minimum Qualifications


Administrative Services Analyst I


OPTION I


Education:Graduation from an accredited college or university with a bachelor's degree, preferably with a major in accounting, business or public administration, finance, or a closely related field to the assignment.


OPTION II


Experience:Four years of technical or paraprofessional experience, which included assisting in the development of administrative systems and procedures, budgetary development and analysis, financial review and reconciliation, or contract monitoring. (Completion of undergraduate level courses from an accredited college or university may substitute for the required experience on the basis of 30 semester or 45 quarter units equaling one year of the required experience.)


Administrative Services Analyst II


Education:Graduation from an accredited college or university with a bachelor's degree, preferably with a major in accounting, business or public administration, finance, or a closely related field to the assignment. (Additional technical, paraprofessional, or professional experience, which included assisting in the development of administrative systems and procedures, budgetary development and analysis, financial review and reconciliation, or contract monitoring may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)


Experience:One year of professional experience which included responsibility for organizational analysis, development of administrative systems and procedures, budgetary development and control, financial review and reconciliation, or contract monitoring.


License: Possession of a valid California Driver's License is required


Both Positions


Knowledge of:Principles of administration, organization, and management necessary to analyze and evaluate operations, services, and programs; principles and practices of fiscal management and/or budgetary control; grantsmanship; basic elements of supervision; and/or contract monitoring.


Ability to:Collect and evaluate data; draw conclusions and formulate recommendations and project consequences of recommendations; monitor expenditures and maintain fiscal control; develop and write grant applications; interpret legislative and administrative mandates and regulations; plan, organize and supervise the work of subordinate clerical or technical staff; establish and maintain effective working relationships with those contacted in the course of work; communicate effectively in written and verbal form.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).


  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.


A new member is defined as any of the following:


  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.


CalPERS refers to all members that do not fit within the definition of a new member as "classic members".


Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.


VACATION ACCRUAL (Bi-Weekly Accrual)


0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
