Administrative Analyst II - $32.24 - $39.29 / Hour
The current vacancies are in the City Manager’s Office, Visit Bakersfield, the Finance Department, and the Public Works Department.
Under direction, to assist in providing administrative and budgetary guidance to department head and departmental administrative personnel regarding City services and business affairs; to conduct administrative studies and analyses; to submit recommendations and prepare reports; and to do related work as required.
Representative Duties
In addition to the above, the following typical tasks and responsibilities are representative of the essential duties of the position. They are descriptive, not limiting. Essential Duties: As assigned, plans and conducts technical administrative duties and analyses; assists in the compilation, analysis and control of departmental budgets; gathers, tabulates and evaluates study data; formulates recommendations, prepares and presents reports; studies organizational layout and work flow; investigates and evaluates need for changes in budgetary allocations during the fiscal year; answers correspondence; provides administrative and budgetary assistance to departments, as requested; assists in the compilation and analysis of employee organization salary and fringe benefit requests. Administrative Analyst II is distinguished from Administrative Analyst I in that the latter is an entry-level position while the II level exercises a greater degree of independent judgment due to the scope of duties that represent the most responsible, sensitive, and complex assignments.

Minimum Qualifications

Examination (Weighted: 100%)
Week of August 10, 2023 (Tentative) (Weighted 100%) The method of examination may include one or more of the following: written exam; oral exam; evaluation of education, training, experience or other qualifications as shown by the application, or by other information submitted, or by the record; questionnaires submitted to references; or any other appropriate measure of fitness. A minimum passing score of 70% is required. ***NOTE: Admission to the Examination(s) may be limited to those applicants who demonstrate the best combination of qualifications. Applicants possessing the minimum qualifications are not guaranteed admittance to the Examination. Employment applications must be properly completed in accordance with instructions on face of application form. All pertinent information needed to determine that the applicant meets the minimum qualifications must be shown on the City Application and Supplemental Questionnaire otherwise, the application will be rejected. Resumes will not be accepted in lieu of completed application***
Full Summary Of Benefits By Bargaining Unit
1-4 years of service: 10 days per year.
5-13 years of service: 15 days per year.
14+ years of service: 20 days per year.
Vacation - Fire Safety Shift Personnel Only
1-4 years of service: 4.68 (24-hr. duty shifts)
5-15 years of service: 7.02 (24-hr. duty shifts)
16+ years of service: 9.36 (24-hr. duty shifts)
HOLIDAYS: 13 paid holidays per year.
SICK LEAVE: Earned at the rate of one working day per month of service to a maximum of 120 days; portions therafter may be convertible.
ADMINISTRATIVE LEAVE: 10 days per year for General Supervisory and Management employees.
INSURANCE: The City and the employee share contributions for premiums for health insurance coverage. The City provides life insurance benefits based on bargaining unit. Visit the City's Employee Benefit website for detailed information (rates and plan information).
RETIREMENT: Benefits are provided by the City's participation in the Public Employee's Retirement System (PERS). 2% @ 62 for new hire Miscellaneous and 2.7% @ 57 for Safety (Fire & Police). Visit the City's Retirement websitefor additional information.

- An equivalent combination of education and experience which will provide the capabilities to perform the described duties
- One (1) year of administrative and/or financial experience OR ;
- Graduated from an accredited college or university, with a major in Public or Business Administration, or closely related field, AND ;
- Possession of a valid California Class "C" driver's license
- In addition to the above, must have two (2) years of administrative and/or financial experience equivalent to the City’s Administrative Analyst I class
- Familiar with federal and state grant programs
