Technical Program Manager- Low Latency Infrastructure, Svp- Hybrid

The Infrastructure Technology Program Manager is a senior-level position responsible for managing and guiding a team that ensures efficient and effective Citi infrastructure in coordination with the Technology Team. The overall objective of this role is to use infrastructure technology knowledge and identified policies to process data, resolve issues and execute administrative tasks.

Responsibilities:

• Provide in-depth and sophisticated analyses, technical guidance and direction and identify and monitor key indicators to gauge performance and identify trends
• Perform impact analyses, design testing approaches and responsible for applications dealing with the overall operating system
• Conduct responsibilities such as quality control, work allocation, coaching/mentoring, ensuring ongoing compliance with regulatory requirements
• Examine and update processes and procedures for hardware acquisition toward automation
• Evaluate controls to help mitigate negative outcomes through prevention, detection and correction
• Conduct work on a variety of high-impact, high-profile problems/projects such as creating complex project plans and conducting project-related research
• Understand diverse stakeholder needs and share and influence stakeholder expectations
• Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.
• Identify and resolve issues, engaging in Root Cause Analysis (RCA)
• Design and create complex processes and reporting streams, participate in the review and approval of requirement documents

Qualifications:

• Demonstrated ability to both work independently and partner with virtual teams in a high-pressure matrix environment
• Experience in financial services or large complex and/or global environment preferred
• Experience developing projects for the identification of best practices (design of metrics, analytical tools, benchmarking activities and related reporting) Consistently demonstrate clear and concise written and verbal communication with ability to communicate technical concepts to a non-technical audience
• 10+ years of experience
• Demonstrated ability to take ownership of various parts of a project/initiative with tight deadlines or unexpected changes in expectation/ requirements
• Proven analytical, diagnostic and multitasking skills with focus on execution and attention to detail
• Experience in managing projects, leading operational process change and improvement and delivering infrastructure technologies products and services

Education:

• Bachelor's degree/University degree or equivalent experience
• Master's degree preferred

About the Position

We are looking for a senior technical Program / Project Manager who can provide organization and coordination support for Change-The-Bank electronic trading infrastructure initiatives covering all technologies in this domain. The role sits within Citi’s “ICG: Global Markets: High Performance Architectures - Infrastructure” group. This team is responsible for all electronic trading infrastructure architecture and engineering across all markets globally for the firm. It is composed of low latency Subject Matter Experts (North America) and Systems Architects (Global). Technology is key to our business; this role will require you to foster delivery in a large multi-faceted and complex environment. This ICG Tech “business aligned tech” resource will collaborate with ICG Markets “the business”, CTI “Enterprise Infrastructure”, and CISO “Security” teams tracking and driving technical delivery of initiatives. Reporting to the head of High Performance Architectures - Infrastructure, the TPM will perform Program Management functions, lead team SCRUMS, write executive summaries, etc.… and be eager to roll up their sleeves at times and work as an individual contributor on technical project delivery in collaboration with the rest of systems architects in the team. The role is very broad requiring a resource that is not afraid to do new things and be challenged on a regular basis.

The Skills:

• Understanding of TCP and UDP network protocols
• Comfortable using Linux/UNIX command line tools
• Proficiency in data analytics including statistics, data visualization, and working with large data sets
• Experience and knowledge of REL is a plus
• Strong communication and organization
• Experience with Python and data libraries
• Familiarity with OSI model, and IPC mechanisms
• Experience with real time exchange market data and order entry a plus
• Expertise in installation, configuration, and troubleshooting of Linux systems
• Expert knowledge of JIRA, SCRUM, Sprints
• Ability to context switch to work on several projects at once

• Communicating business and IT requirements to external vendors and internal technical teams
• This position will support technical populations, partnering with leaders to understand their challenges and design and execute solutions to solve them.
• Monitoring program/project timelines and technical resources and providing technical support as needed
• Plan/execute/manage technical programs and projects to make our electronic trading systems faster, adaptable, and more maintainable
• Communicate ideas, requirements, and results across disparate teams
• To succeed in this role, you must enjoy working independently, being a hands-on contributor, learning on the fly
• Providing high-quality, informative written and verbal project communications, including weekly statuses, dashboards, and project updates
