PROGRAM DESCRIPTION: Capitol Hall provides 201units of supportive housing for formerly homeless and housing needy adults. Designed as an independent living residence with SRO and studio apartments, it also offers a range of supportive services for its tenants. Goddard Riverside opened Capitol Hall in the 1980’s. The building also houses some Goddard Riverside administrative offices. Case management and other social services are located in the lower level of the building.
GENERAL STATEMENT OF DUTIES: Supervises the property’s maintenance and facilities operation to maintain the physical condition and appearance and enhance the value of the property. Communicates and utilizes company operating and OSHA safety standards. Supervises a maintenance, housekeeping, and front desk staff of (9) non-unionized employees, maintains building mechanicals and adheres to maintenance budget and expenditures. Reviews and Implements Fire Safety Plan and oversees quarterly fire drills.
Schedule: Monday through Friday; on call evenings and weekends required

Goddard Riverside and Isaacs Center follow the CDC and NYS recommendations to prevent the spread of COVID-19, and are now requiring all new hires to be vaccinated against COVID-19 unless they have a qualified exemption.
- Use professional skills and knowledge of plumbing, heating, carpentry, and electrical to assess building functionality and complete repairs.
- Conduct unit inspections as required by funder.
- As part of the building management team work collaboratively with the building manager to plan for building improvements, develop and, complete service request, and work with the building manager and managing agent on building, personnel, and tenant issues.
- Maintain service records and inspection logs in accordance with governmental regulations and company policies.
- Monitor front entrance for cleanliness and curb appeal daily. Keeps entrances, walkways, and stairwells free of ice, snow and debris.
- Monitor building service contracts to ensure high quality service is performed per contract specifications and preventive maintenance schedule.
- Adheres to and promotes company policies, rules, and regulations.
- Oversee, inspect, and perform where required, all cleaning and maintenance work to ensure a well maintained, safe and comfortable environment.
- Serve as building representative with contractors and temporary staff, identify contractors, inspect, and approve their work.
- Respond to building emergencies; be on call 24/7.
- Accompany all city and contracted inspectors while in site including but not limited to HPD, DHS, FDNY, and pest control.
- Oversee supply purchases and track inventory, while not exceeding annual budget.
- Ability to supervise staff of employees and manage projects.
- Ability to handle time sensitive, emergency and pressure sensitive situations in a calm and professional manner.
- Knowledgeable and skilled in the safe use of hand tools, and small power tools.
- Any combination of certifications, training and experience which demonstrates the ability to perform the duties and responsibilities as described, including 5 to 7 years of related building or property management experience.
- High School diploma or GED.
- Professional demeanor, communication, and interpersonal skills.
- License and /or certifications required for the position (e.g., sprinkler, standpipe, fire panel certifications and be able to obtain the FDNY F-89 certification with 30 days. Certification requirements are subject to change.
- Bi-lingual language skills are a plus.
PHYSICAL REQUIREMENTS
- Candidate must be able to lift 50 pounds, climb and work on ladders, work with arms raised over head, climb stairs, bend at waist and knees to lift boxes, appliances, furniture, snow removal, etc.
WORK ENVIRONMENT
- Building Superintendent will live on site.
