The Position

Building Manager

  • An additional 9.5% general salary increase will come into effect July , 2024.

The City of Ontario continues to experience a resurgence of development activity. The City’s Building Department team is involved in many dynamic projects designed to meet the growing needs of the community and enhance the quality of life of its residents. The position of Building Manager presents an excellent opportunity for an experienced building professional eager to guide the Building Department’s Building Inspection, Plan Check and Permit Services staff through this exciting time of growth and development in the City of Ontario. While working in a fast-paced environment, the ideal candidate will operate with independence and initiative, and exhibit skills in innovative problem solving. This candidate will be dedicated, effective and efficient in the following: excellent customer service through teamwork, solid communication, and responsiveness while providing superior leadership to professional, technical, and clerical personnel.

  • The Eligibility List will consist of both internal and external applicants who meet the qualifications and successfully complete any required selection processes.

The mission of the Building Department is to contribute to Ontario's economic development and protect the lives and safety of Ontario's citizens and its visitors, by providing timely and professional plan review and inspection services to ensure buildings and projects are built and developed in compliance with all applicable municipal and state code requirements

Examples of Essential Functions

The essential functions typically performed by the Building Manager include the following:


  • Tracks the workload and progress of building inspections, plan checks and permit services; monitors status of plans submitted, processing time-frames, reviews by staff, and completion dates; prepares, reviews and distributes reports and updates management.
  • Prepares budget recommendations and monitors personnel and internal services expenditures, ensuring expenditures remain within budgetary limitations.
  • Confers with architects, engineers, contractors and the public to resolve building codes, ordinances, plan checks and permit inquiries and discrepancies.
  • Provides instruction and technical assistance in the examination of construction plans, building inspections, code interpretations and departmental policies and objectives.
  • Attends committee meetings, providing plan check and building information.
  • Participates in the development and implementation of departmental goals, objectives, policies, procedures, and priorities.
  • Selects, trains, directs, and evaluates the activities of subordinates; may issue employee discipline.
  • Assists with counter and permit issuance processes, and special projects.
  • May act in the absence of the Building Official.
  • Reads, evaluates, and interprets blueprints/constructions plans; interprets detailed complex codes and regulations, and explains required inspections and construction requirements to owners, architects, engineers, contractors and the public.
  • Analyzes structural engineering aspects of all designs and calculations and maintains detailed reports.
  • Administers, interprets, recommends ordinance changes and enforces the provisions of building codes, municipal regulations and other codes as they related to the Building Department.
  • Performs more complex and difficult inspection tasks and onsite inspections of building and construction sites to determine building code compliance, land-use regulations, property maintenance standards and other applicable standards.
  • Monitors and maintains current trends in the municipal building and safety areas, evaluating the impact on division operations, recommending policy and procedural improvements.
  • Monitors, evaluates, and improves the efficiency and effectiveness of procedures and service delivery methods.
  • Performs other duties as assigned.
  • Investigates and resolves internal and external complaints. including employee selection, work assignment, performance evaluation, employee development, disciplinary action, and complaint resolution.
  • Participates in the preparation and delivery of reports and presentations to Council and Commissions.
  • Oversees the coordination of plan check activities with other City departments and divisions; coordinates Building Department activities with other City departments and outside agencies; develops programs for outside groups to educate citizens in the purpose and process of building permitting.

Qualification Guidelines

Education

Bachelor's degree or equivalent from an accredited college or university in civil, structural engineering, architecture, public administration, or a related field.

Proof of successful completion of a bachelor’s degree must be provided by way of attachment to your online application or as an email attachment sent to the Hiring Agency Representative at, or before, time of the reference check process. Acceptable forms of proof include Unofficial Transcripts, Official Transcripts, Photos and/or Photocopies of Institutional Degree/Certifications.

Experience

Five (5) years of increasingly responsible experience in building inspection, plan checking, permit issuance and processing, preferably in a public agency, including two years of supervisory/managerial experience.

Licenses

Valid Class C CA driver's license and an acceptable driving record at time of appointment and throughout employment in this classification.

Certification

Certification as Building Inspector and Building Plans Examiner issued by the International Code Council (ICC).

Desirable


  • Possession of a Certified Building Official certification through International Code Council (ICC).
  • Experience working in local government or public sector agency.
  • Valid State of California Civil Engineer Registration.
