The Role
Sr. Manager Federal Project Management, you will be a key member of the Service Delivery implementation Program Management Office (iPMO) leadership team and will influence the broader strategic and operational needs within the iPMO. This position owns and delivers the outcomes for implementation of Federal Programs and Projects while also managing a team of Project Managers and other team members in support of delivering the required outcomes. This includes leadership to plan, manage, and deliver all aspects of one or more Program(s) / Project(s), crossing multiple disciplines. Key success factors for this role are a proven track record and passion for leading and delivering Federal Program(s) and Project(s) on-time, on-budget and to scope specifications. This is a People Leader position overseeing the management of Programs and Projects w strong leadership, training and mentoring of less experienced PM’s and other team members as direct reports is required.
The Main Responsibilities
- Provides Project Managers, Project Coordinators and other team members with support of: project management governance, tracking, prioritization, and team leadership to ensure that multiple projects within your program are on schedule, high quality, within budget, and meet the measures of success (MOS) and high-level achievements (HLAs)
- Collaborating within the iPMO and across functional stakeholder groups.
- Provide guidance to Project Managers and other team members on end-to-end delivery process of customer orders from pre-order validation through verified activation and customer acceptance, specifically focused on creation of project plans used for forecasting, scheduling and reporting. Interfaces with deliver team members to drive daily accountabilities of what is past due, current due, next week due with specific date, action, owner.
- Self-motivated with experience overseeing the delivery of multiple projects.
- Provide program-wide leadership in critical project solutions and negotiation. Synthesize disparate information into clear recommendations, actions, and decisions.
- Empowers direct reports to make decisions and take action.
- Provide Project Managers support for end-to-end project planning, risk identification, dependency tracking, issue identification and change management on projects
- Drive and embrace change, have a growth mindset, and not settle for the status quo
- Engage and escalate through Provisioning Team, Base Management, Federal PMO and Sales leadership teams as necessary to meet the needs of the Federal Program and the customers it supports
- Data analysis and performance reporting creation and delivery
- The job requires elevated focus especially around end-of-month deadlines.
- Building and developing a high-performance team by hiring and retaining the best talent for the right roles. Also ensure direct reports are trained on current processes, products and systems, as well as assign formalized/scheduled training programs to "grow" the employee.
- Provides timely information, communicates context for business decisions; recognizes accomplishments; fosters teamwork and collaboration.
- Hire and manage performance of assigned departmental employees
- Demonstrates Lumen values, maintains a positive open demeanor, encourages diversity of thought, and moves team forward in continuous improvement and operational excellence
- Create relationships at all levels of Federal customers from PM/PC level point of contact (POC) up through executive level
- Oversee and guide Project Managers and team members to mitigate risks across multiple technical functional lanes to ensure that project(s) meet agreed upon MOS and HLAs.
- Effective and successful partnership and collaboration are paramount to this role.
- Provides oversight to Project Managers to assess project plans and progress, collect, consolidate, and review status reports as needed, as well as review status with project leaders on a continuous basis.

- Results focused and well versed in a broad set of networking and information technology subjects
- Previous experience and responsibility for high-level external relationship management and acts as escalation point during delivery of any solution.
- Comfortable working in a matrix reporting environment
- Sound understanding of Telecommunications networks and operations is a must
- Experience and success leading teams, demonstrating success through others.
- Strong interpersonal skills, effectively works with and values people of all styles, backgrounds, and experiences.
- Broad expertise and/or training in project management and process improvement methodologies. .
- Ability to Develop, implement, and monitor departmental goals and KPIs
- Strong communication (oral and written), leadership, organizational, presentation, project management and team building skills.
- Experience working alongside key Senior Leaders/C-Level to drive business results.
- Strong analytical skills and commercial understanding Vendor management.
- Demonstrated ability to support large accounts, data, and statistical analysis
- Self-starter with strong governance expertise
- Strong knowledge of Lumen service delivery processes and systems.
- Strong knowledge of Project Management Principles
- 12+ years related people manager experience in one or more of the following: Telecommunications, Ordering, Provisioning, Repair, Process Development, Service Management or Business Development
- Bachelor's degree in Business Administration, Engineering, telecommunications field desirable or equivalent work experience
- Experience in defining and documenting processes, and driving continuous improvement
- Proficiency with Microsoft Project, Excel, Visio, PowerPoint, and Word
- 10+ years’ direct customer management experience with increasing responsibilities
- Must be articulate and willing to present status and reports to customers
- Emotional Intelligence, customer, and executive communication skills and experience
- Willingness and capability to achieve Federal Government Security Clearance(s), as defined by the program/project that will be supported.
- Proven leadership capability and communication at the C-Level
Preferred Qualifications
- 15+ years of people manager experience
- Experience in the Federal Program implementation and transition space a plus
- Masters Degree in related field
- Knowledge of Project Management PMI standards and processes
- Agile and/or Lean experience or certifications
