Job description:


We’re looking for a Senior Proposal Manager to augment our Bids & Proposals team. The Senior Proposal Manager manages all phases of the proposal development process including: strategy, win themes/discriminators, outlines and compliance matrices, color reviews, writing and editing, graphic design, desktop publishing, document production, and packaging and delivering. Senior Proposal Manager conducts executive briefings, facilitates kickoff meetings, status calls, and monitors the RFP for amendments and impact on schedule and requirements. Oversees the entire proposal response and has a commitment to “doing what it takes” to produce a winning proposal.


What you’ll do:


  • Writes and edits proposal sections, as needed, and identifies appropriate copy that can be reused from other proposals.
  • Ensures proposals are compliant and responsive to Government requirements and performs final proposal quality checks.
  • Facilitates and leads effective, results driven meetings, including but not limited to those meeting for project kick-off, daily status, proposal strategy, and volume reviews.
  • Manages the development and production of proposals and oral presentations for new and recompeted contracts, including the motivation and management of personnel assigned to proposal teams.
  • Prepares the overall proposal schedule, sets up and leads conference calls and meetings, and plans and coordinates required resources for writing and development of the proposal deliverable.
  • Manages and educates personnel on proposal collaboration and document management tools, including but not limited to SharePoint.
  • Acts as a liaison with the Contracts Department for review of Customer Terms and Conditions and other contractual proposal documents.
  • Analyzes government solicitations, identifies response requirements, and prepares unique, tailored, and detailed proposal response outlines, templates, and compliance matrices in compliance with government agency requirements.
  • Prepares and manages the proposal production schedule, to include coordinating final production, word processing, graphics, and copy services personnel. May be required to do desktop publishing on small and short-turn proposals, and as the workload requires.


What we need in you:


  • Bachelor’s degree from an accredited college or university in Business, Communications, English, Journalism or related major with relevant experience preferred, or equivalent experience in a similar position
  • Experience operating within common DoD contract vehicles (i.e. CHESS ITES-3H/S, SEWP, GSA Alliant, DISA Encore, etc.)
  • Organize and prioritize team tasks, as well as monitor concurrent tasks
  • Must be able to develop detailed Integrated Management Schedules (IMS) and Work Breakdown Structures (WBS) with input from key contributors/engineers
  • Minimum of 12-15 years of direct experience managing Department of Defense (DoD) Federal proposal teams
  • Formal Shipley or equivalent proposal training preferred
  • Edit content from multiple individuals, incorporating data and graphics, to produce compliant and persuasive proposals
  • Experience leading and facilitating kick off meetings, solutioning sessions, status calls, color team reviews, and other proposal-related activities
  • Must be able to develop proposal templates and execute proposal activities (e.g., kickoffs, color reviews, compliance, win themes, schedule, resumes, past performances, etc.) according to Iron Bow standards and industry best practices (e.g., Shipley) using Microsoft Office products (e.g., Word, Excel, PowerPoint, Outlook).
  • Communicate effectively and persuasively across all mediums, including text and video conferencing
  • Minimum of 10 years of experience in Federal DoD proposal development (i.e., greater than or equal to $10M total contract value) IT solutions-focused proposals for DoD customers
  • Work independently, multi-task, and with minimal supervision to manage assigned proposal teams so that they adhere to strict deadlines and quality standards
  • APMP professional certification preferred
  • Must demonstrate superior writing and editing skills and possess a strong understanding of proposal writing standards (e.g., GAO Plain Language, style, grammar, acronyms, format, compliance, etc.)
  • Manage disparate, often virtual, teams that may include multiple industry OEM and subcontractor partners
  • Interact successfully with personnel at all levels, including senior executives, customers, and partners
  • Experience developing and maintaining a proposal compliance matrix and proposal development schedule, to include coordinating resources
  • Demonstrate a nuanced understanding of and experience with Federal Acquisition methodologies and Federal Acquisition Regulations
  • Travel is up to 10% or as needed
  • Must have reliable transportation and be available and willing to work significant amounts of overtime on short notice during high volume proposal development periods
