Job Overview:
The IRC in NY is seeking a candidate to lead an exciting and groundbreaking program for asylum seekers in the New York City area through a pilot program funded by the US Department of Homeland Security (DHS) with oversight by the DHS Office for Civil Rights and Civil Liberties (CRCL). This new initiative – the Case Management Pilot Program (CMPP) – will provide case management and associated services and meaningful links to legal assistance to non-detained non-US citizens in immigration removal proceedings and could have national implications for the treatment of asylum seekers and others facing removal in the US. The goal of the program is to ensure that noncitizens in immigration removal proceedings in the US have access to voluntary, supportive comprehensive case management services, access to legal assistance, and are provided with referrals for community social services such as job training and mental health, and psychosocial support (MHPSS). IRC in NY is leading a consortium of partners in New York City on this program which presents a unique opportunity to demonstrate the effectiveness of voluntary case management for noncitizens in immigration proceedings as an alternative to immigration detention. This position will report to the IRC in NY Deputy Director.


Major Responsibilities
:

Programmatic Leadership

  • Collaborate with IRC NY leadership on related initiatives, such as efforts to support NYC in its response to asylum seekers recently arriving from the US southern border.
  • Oversee partnerships and subgrants to consortium partner organizations. Develop frameworks to ensure effective collaboration and communication among partners.
  • Represent the IRC NY and consortium partners in forums and working groups both locally and nationally with government and nongovernmental stakeholders.
  • Ensure compliance with all contractual & reporting requirements, achieve required outcomes, provide quality services, and meet the needs of core stakeholders.
  • Provide leadership and oversight for IRC NY’s Case Management Pilot Program (CMPP) for asylum seekers and others in removal proceedings. Services under this program will include, among others: mental health screening; human trafficking screening; legal orientation; cultural orientation; flexible funds assistance; connections to social services, which include job training and mental health and psychosocial support (MHPSS); and departure planning and reintegration services for individuals returning to their home countries.
  • Collaborate with an array of IRC internal stakeholders, including technical advisors, policy & advocacy colleagues, and fundraising teams.


People Management

  • Manage a team in accordance with IRC’s People Manager Standards. Formally evaluate team and individual performance to ensure objectives have been met.
  • Develop and maintain strategic community partnerships with other service providers, government agencies, and additional key stakeholders.
  • Promote staff participation in IRC and local networking and learning opportunities.
  • Recruit, train, and provide ongoing support to staff in all aspects of the program and their responsibilities, including ensuring quality and meeting program deliverables.


Resource & Partnership Management

  • Effectively manage the development of all service contracts, their implementation, compliance, and completion.
  • Serve as program team point person for collaboration and correspondence with external stakeholders including partner agencies and service providers
  • Other duties as assigned.
  • Oversee subgrant partnerships with other local community organizations.
  • Develop program budgets in collaboration with Deputy Director, Finance, and Resource Development teams. Oversee program budgets and manage expenses to ensure costs are maintained within allocated budgets.
  • Collaborate with Executive Director and IRC communication staff on media initiatives, including coordinating media visit and participating in media interviews.
  • Ensure accurate and timely reporting of services and programmatic data to donors and all relevant parties.


Key Working Relationships
:

  • Position directly supervises: Casework Supervisor, Monitoring, Evaluation, and Partnerships Supervisor, and Intake Specialist.
  • Other internal and/or external contacts: CMPP National Board; CMPP subawardee organizations; Technical Advisors from the Safety & Wellness and Asylum & Immigration Legal Services Technical Units; Policy & Advocacy; Communications; Development; and a range of local US government, NYC, and nonprofit stakeholders and coalition partners
  • Position reports to: Deputy Director, IRC NY


Education:
Bachelor’s Degree required; preferably in Migration Studies, International Development or Relations, Social Work, Legal Studies, Political Science, or other related field, Master’s Degree preferred.


Work Experience:

  • Strong understanding of the U.S. asylum and immigration system and strong grasp of the US immigration policy landscape including the roles of key US government departments and stakeholders.
  • Extensive experience working with institutional donors, including during the contracting and award management process.
  • Experience liaising with US immigration agencies, including US Immigration & Customs Enforcement (ICE), the DHS Office of Civil Rights & Civil Liberties (CRCL), and/or the Executive Office for Immigration Review (EOIR) strongly preferred.
  • At least 5-7 years of progressive professional and leadership experience, preferably related to immigrant rights and services for asylum seekers.
  • Proven experience in program development, compliance and applying strategic thinking and analysis to simultaneously manage multiple projects in complex, fast-paced environments.
  • Minimum of five years’ experience managing complex programs including staff management, program development, monitoring and evaluation, and advocacy experience.

  • Excellent interpersonal skills: ability to work successfully in cross-cultural environment
  • Previous financial management experience, including proven effective management of budgets


Working Environment:

  • May require occasional weekend and/or evening work.
  • A combination of standard office environment, remote work, and ‘field’ time within the service delivery area to perform the above outlined responsibilities.


Compensation:
Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirement.
