BACKGROUND:

The IRC is one of the leading providers of high-quality programming for refugees, immigrants and asylees. The IRC Resettlement, Asylum and Integration (RAI) department creates opportunities for refugees and other vulnerable migrants to survive and thrive in the United States and in Europe. The IRC is committed to developing innovative, context-specific programs in response to strategic funding opportunities with a range of local, state and federal government agencies, as well as private foundations and corporations. This work is led by the Resource Acquisition and Management team, in close collaboration with RAI Regional and Technical Excellence Units as well as the Finance and Awards Management Units (AMU) at HQ. In 28 cities across the country, RAI offers support in areas ranging from health and education to advocacy and legal services. The IRC is committed to developing innovative, context-specific programs in response to strategic funding opportunities with a range of public and private donors. This work is led at USP by the Resource Acquisition Team, led by the Senior Director of Resource Acquisition and Management, in close collaboration with RAI regional and technical units and HQ finance office.


SCOPE OF WORK:

Reporting to the Director of Resource Acquisition & Management, the Senior Program Officer, Grants Management works in RAI HQ and serves as a key contact for the RAI field office network to provide quality control and coordination of post-award grant management functions. The position requires close collaboration with HQ Finance, AMU and the RAI Budget team.


KEY RESPONSIBILITIES:

  • Attend and participate in conferences hosted by federal agencies.
  • Manage master grant reporting calendar and other grant tracking tools.
  • Serve as resource for HQ and field teams on donor regulations regarding grants management.
  • Provide oversight and quality control of narrative and financial reporting of select public and private grants, including multi-site grants, national grants, and grants managed by the Technical Excellence and Research, Analysis & Learning units.
  • Support field offices by writing and editing selected donor reports.
  • Serve as RAI focal point for IT and business process systems relating to grants management.
  • Act as primary manager of RAI federal grants platforms, including JustGrants, SAMS Domestic and Grant Solutions.
  • Lead oversight and quality control functions for the RAI public (federal, state, local) post-award grant portfolio.
  • Supervise a post-award Program Officer, assign projects and identify professional development opportunities.
  • Develop grants management training materials and conduct trainings for USP field and HQ staff.
  • Develop reporting and other grants management templates as needed.
  • Occasional travel to USP field sites for federal monitoring visits and to train local staff on post-award grants activities
  • Oversee desk and field monitoring for programmatic and financial compliance across the USP network.
  • Support RAI HQ with budgets for the Integra Enterprise Resource Planning system.
  • Oversee timely donor coordination and communication on grant-related budget realignments, no-cost extensions, carryovers, and amendments.
  • Work with HQ regional and finance teams on the tracking of grant spending and matching funds.
  • Assist the pre-award team by writing and editing proposals and continuation applications.
  • Serve as key point of contact for post-award business on grants cultivated by External Affairs
  • Other duties as assigned.
  • Work with the business development teams to ensure the transition of awards from the pre-award to the post-award phases.


REQUIREMENTS:


  • Demonstrated writing skills
  • Proven ability to work effectively with multiple stakeholders in order to move proposals and projects forward
  • Proven ability to work flexibly and to solve problems with appropriate input from relevant stakeholders
  • Demonstrated experience developing and reviewing programmatic budgets
  • Excellent communication skills
  • Prior business development experience preferred
  • Familiarity with US Government grant regulations
  • Positive, forward looking and able to work well in a team-oriented environment
  • Basic Excel use
  • Bachelor’s Degree
  • Minimum 5 years of progressive grants management experience
