Job Overview:The IRC headquarters Resettlement Team oversees the implementation and quality of services for refugees within their early resettlement period. The team supports IRC local office staff in implementing high quality programs by providing technical assistance, training, and monitoring. The Preferred Communities (PC) grant, also known as Intensive Case Management (ICM), funded by the Office of Refugee Resettlement (ORR) offers intensive case management services to especially vulnerable refugees to help them achieve self-sufficiency. The Program Officer for Intensive Case Management provides support and guidance to IRC field offices regarding the implementation of the grant program throughout the IRC US refugee resettlement programs network. The Program Officer supports field offices to provide high quality, client-centered services while achieving ORR compliance and programmatic objectives through close communication, technical assistance, and monitoring support. The Program Officer develops long-term bilateral relationships with PC program staff in all local offices and ensures program management responsibilities. The Program Officer, Intensive Case Management reports to the Senior Program Officer, Intensive Case Management within the Resettlement, Asylum and Integration Department in the US.
Major Responsibilities
  • Respond to daily inquiries from local offices regarding case consultations, program compliance, and program implementation.
  • Provide remote and in-person technical assistance to PC local staff.
  • In collaboration with the Senior Program Officer and Program Officer for Training, analyze past trends to propose local office targets and budget allocations.
  • In collaboration with the Senior Program Officer and HQ Finance, ensure appropriate tracking and spending of direct assistance by local offices.
  • In collaboration with the Senior Program Officer and the Program Officer for Training, develop compliance guidance (Program Announcements, reference manuals) based on review of program guidelines, analysis of monitoring results, and other changes.
  • Liaise with other HQ programs, local sites, and external partners on coordination of PC related activities, including case transfers and referrals.
  • Support the overall management and implementation of the Preferred Communities-Intensive Case Management program. This will include support to local staff implementing the program, assist with donor and IRC internal monitoring activities, proposal writing, and donor reporting.
  • Support coordination of ORR monitoring visits by reviewing case files and questionnaires, attending debrief meetings, and reviewing findings and action plans with offices.
  • Contribute to the annual proposal and donor reports.
  • Conduct regular one-on-one meetings with PC implementing sites to highlight HQ updates and discuss program implementation including successes and challenges for further follow-ups and support.
  • Collaborate with local offices to implement performance improvement plans by developing action plans to improve service delivery and self-sufficiency outcomes for clients. Monitor progress toward goals.
  • Conduct internal monitoring that involves visiting PC local sites; meeting with various stakeholders; reviewing program files; interviewing local office staff, refugee families, and community leaders; and issuing reports with corrective actions.
Job Requirements
  • Bachelor’s degree required or equivalent work experience
  • Minimum 2 years relevant experience, including work in the U.S. refugee program in the US.
Preferred Experience & Skills
  • Excellent verbal and written communication skills as well as an overall ability to be clear and concise in all communications.
  • Strong organizational and time-management skills; proven ability to prioritize and deliver on time.
  • Strong analytic problem-solving skills.
  • Experience implementing the Preferred Communities-Intensive Case Management program at local or national level.
  • Highly proficient in Microsoft Office suite.
  • Ability to work both independently and in a dynamic, cross-functional global team structure.
  • Demonstrated ability to work effectively with stakeholders at all levels
  • Ability to work through change in a proactive and positive manner.
Working Environment
  • Up to 30% of domestic travel as needed.
  • Standard office working environment.
  • This role may require working remotely full or part time and part time remote employees may be required to share workspace.
Compensation: Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirement.
