Summary: Seeking a seasoned immigration attorney to play a strategic advisor role to enterprise-wide stakeholders regarding issues related to global immigration matters. In this critical role you will be a key member of the Employment Law legal team and will provide advice and counsel to ensure PayPal’s Global immigration program is operating in compliance with all jurisdiction specific rules/laws/regulations. Will provide strategic and business-focused advice on a wide variety of immigration issues. As a member of the Legal team, you will partner closely with HR (e.g., Global Mobility, Talent Acquisition, HRBP etc.) and business orgs to ensure that immigration programs, policies and practices are designed and implemented with compliance and employee experience front-and-center. The ideal candidate will have significant previous experience leading and/or supporting an immigration program in-house/or at a law firm for a fast-growing multinational company.

Day-to-day responsibilities include:

  • Functions as lead in house legal expert for US immigration matters as well as global to ensure options/considerations/risks are appropriately laid out for stakeholders so they can to make informed business decisions while at the same time protecting the enterprise.
  • Closely tracks regulatory updates globally and overlays against current state of programs and partners with HR COEs to understand what changes/enhancements need to be implemented to run an agile yet compliant global immigration function.
  • Ensures legal compliance on immigration matters and programs.
  • Develops innovative, yet legal compliant legal strategies to complex immigration matters, and exercising excellent judgement to think big picture when providing legal support to various business functions.
  • Work closely with Government Relations and if appropriate, outside counsel, to monitor and influence changes in immigration law and policy, and recommend strategy adjustments where needed and possible support of immigration-related initiatives that are in line with the company’s mission statement.
  • Works with cross-functional teams to understand immigration impact, considerations, risks due to job changes and/or enterprise initiatives (e.g., expansions).
  • Develops training programs and other communication strategies to support sponsored employees and relevant business and HR leaders in conjunction with outside immigration counsel.
  • Benchmarks legal approaches to identify leading industry practices and global talent trends and partner with Global Mobility and Global Talent Acquisition teams to ensure measurement of effectiveness and key success factors.
  • Partners closely with Employment Law to ensure risk assessments are conducted comprehensively to understand impact to the both the enterprise and its stakeholders.
  • Oversees legal guidance provided by outside immigration counsel to ensure compliance and optimal service levels and case outcomes are in line with company objectives.
  • Provides strategic legal oversight and guidance in the design, assessment, and implementation of our Global Immigration program, policies, standards, and processes.


Minimum Requirements*

  • J.D. degree and membership in at least one state bar.
  • 8+ years of experience in immigration consulting on and/or administering corporate immigration programs.

The U.S. national annual pay range for this role is $99300 to $216040
