Summary:
Flatter, Inc. (Flatter) is hiring a highly motivated and experienced Sr. Human Resource Specialist to support our organization's strategic workforce planning and development efforts. In this role, you will be responsible for analyzing workforce data, developing workforce shaping initiatives, and implementing performance management strategies. Additionally, you will provide analytical and data support, conduct training needs assessments, and oversee the training program. The ideal candidate will have a strong background in business process re-engineering, strategic planning, and change management.

Responsibilities:
• Conduct strategic workforce planning and analysis to align talent resources with organizational priorities.
• Identify gaps in critical competencies and develop initiatives to address them.
• Support the development and implementation of performance management policies and processes.
• Gather and analyze information to support reform plan inputs and prepare related documentation and presentations.
• Maintain data and information on the organization's web-platform and ensure compliance with training and development requirements.
• Administer the DoD Financial Management Certification Program (DFMCP) and monitor progress of employees.
• Evaluate existing learning and development programs and recommend training plans and resources.
• Analyze and improve the effectiveness of the organization's training program, measuring success through standardized metrics.
• Assess and enhance strategic communications efforts, including websites, social media, newsletters, and magazines.
• Develop a comprehensive change management plan to ensure successful implementation of strategic objectives.
• Create a long-term planning roadmap for organizational enhancements and communicate the vision for change to inspire the workforce.
Education and Experience:
• Bachelor’s Degree in human resources, Business Administration, or a related field; Master's degree preferred.
• Proven experience in strategic workforce planning, business process re-engineering, and performance management.
• Strong analytical skills with the ability to gather and synthesize complex data.
• Knowledge of DoD Financial Management Certification Program (DFMCP) and related regulations.
• Familiarity with training needs assessment methodologies and learning and development program evaluation.
• Excellent communication skills, including written and verbal presentation abilities.
• Proficiency in data analysis and reporting tools.
• Ability to collaborate effectively with cross-functional teams and stakeholders.
• Change management experience and understanding of best practices.
• Strong organizational and project management skills with the ability to prioritize and meet deadlines.
Security clearance: Secret
Workdays: Monday – Friday
*(Fully remote)
Work hours: Core hours: 8:30 am – 5:00 pm
Travel: As needed to support the mission.
