Job Description

This position is located in the Office of the Chief Medical Examiner (OCME), Office of the Chief of Staff, Quality Control and Records Management Unit. This position reports to the Supervisory Quality Control and Records Manager and assists with developing policies and procedures for managing the agency quality control and records management operations and programs.

Incumbent works as the point person to continue the development of, and manage, ISO compliant policies and procedures for the Records Management Unit and works closely with the immediate supervisor to develop, update, revise, and manage an agency-wide ISO compliant quality manual. This position serves as the agency main coordinator for matters pertaining to quality assurance/quality control and records management.

Duties and Responsibilities

Implements the guidelines, policies and procedures for the management of electronic and hard copy records throughout their life cycles (creation/receipt, maintenance and use, and disposition). Provides technical assistance in records management to agency program and administrative units.

Utilizes manual processes and the agency computerized case information management system for the input of information/data related to medical examiner case files. Assists in surveying and appraising agency records and the preparation of the agency Records Retention Schedule in accordance with standards and procedure issued by the Public Records Administrator. Inventories agency records to ensure that the records are scheduled in accordance with the agency Records Retention Schedule and assists in maintaining an electronic inventory of the records.

Provides documented response ta oral. written, telephonic, e-mail and in-person inquiries and requests for access/disclosure of OCME records (particularly, medical examiner case file information); collets and processes payment for and certification of all requested documents for delivery to Court, the public, providers, Metropolitan Police Department, and others demonstrating a legitimate interest in agency records and information. Ensures the validity of Subpoenas/Court Orders for Access/Disclosure of records.

Works with individual agency units to collect and process records and documents per instructions and records management guidance. Provides information to agency units on maintenance of records, the process for retrieval of records and the ·records schedule for disposition of records.

Qualifications and Education

Must possess at least one (1) year of specialized experience equivalent to the grade 8 level. Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position including but are not limited to, relevant records and information management responsibilities; developing policies and procedures for managing the agency quality control and records management operations and programs; developing and managing ISO compliant policies and procedures for the Records Management Unit;

an equivalent combination of education, training, and experience.

Salary Range: $57,162.00 - $73,596.00; based on funding

Collective Bargaining Unit: This position is covered under a collective bargaining agreement and you may be required to pay an agency service fee (union dues) through direct payroll deduction.

Position Designation: This position has been deemed Security Sensitive under the guideline of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations. Accordingly, incumbents must successfully pass a criminal background and consumer credit check as a condition of employment and will be subject to periodic criminal background checks for the duration of their tenure.

Residency Requirements: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
