The Supervisory Facilities and Security Management Specialist serves in the Facilities and Security Management Branch (FSMB) of the Executive Office for U.S. Trustees in Washington, D.C. The primary purpose of this position is to participate in the executive management of the USTP by assisting the Assistant Director for Administration in carrying out duties directing overall program responsibilities. The FSMB is responsible for planning, acquiring, and managing office and section 341 meeting space; overseeing all security functions (physical and personnel); and managing telecommunications and duress alarm systems.
The Program consists of an Executive Office in Washington, D.C., and 21 regions with 90 field office locations nationwide. These offices are staffed by approximately 1100 USTP federal employees and contractors. Workspace includes government buildings, federal courthouses, and private leased space, which may be shared with other federal, or non-federal, tenants. The FSMB operates an annual budget of approximately $30 million. The employee also serves as the USTP's Security Program Manager and Continuity Program Manager.
Duties of this Supervisory Facilities and Security Management Specialist position include but are not limited to:
- Exercises supervisory management responsibilities over assigned employees. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
- Performs the full range of facilities management duties for the assigned geographic areas to include planning, directing, and coordinating, all phases of the budgeting and developing of long-range plans for the acquisition, utilization, and management of USTP space and facilities.
- Arranges for all prescribed construction and build-out activities to be completed in accordance with prescribed schedules, taking action as necessary to overcome delays, short falls in design and construction projects through continuous and aggressive liaison and coordination with all parties concerned.
- Promotes an environment in which employees are empowered to participate in and contribute to effective mission accomplishment.
- Provides advisory services to administrative staff, supervisors, and managers throughout the USTP in such areas as interpretation of national and Department security guidelines, operational procedures, and policies.
- Develops, implements, and enforces USTP/DOJ/General Services Administration (GSA) policies and procedures for the acquisition, control, management, utilization, alterations and disposal of space and telephone services.
- Appraises subordinate workers performance ensuring consistency and equity in rating techniques.
- Oversees the security management operations, (both physical and personnel security), including PIV cards, SCRs, building access, emergency planning (EPP, OEP, Duress Alarms, OSHA check list, etc.). Serves as the first-line supervisor to the Supervisory Personnel Specialist.
- Utilizes an extensive knowledge of GSA and DOJ space acquisition, management, and administration policies, standards, and procedures, the incumbent develops and executes space and facilities acquisition and management plans and forecasts of space and telephone requirements for assigned portion of the total USTP space and facilities program.
- Develops necessary construction and renovation specifications, to allow contractors to construct or renovate the space to meet agency needs. Ensures that minimum standard space criteria is adhered to and that projected costs are within established budgetary limits.
