Job Summary:
The Real Estate Specialist - Program Manager will provide support and help manage the Department of Navy’s Public Private Venture Program (PPV) and Unaccompanied Housing and Real Estate (RE) Program. Required to conduct leadership briefings and facilitate meetings, workshops and working groups with military and civilian stakeholders, to include local and state governments, academia, non-profits, commercial, industry, and utility company representatives. Leads team to create, manage, and disburse project data, communications, and reports. Collaborates with team members to create project deliverables and ensures compliance with the contract requirements. Reports on monthly project progress and tracks updates to the project's budget and expenses. Guides task analyses and research and drafts narrative reports relative to deliverables. Oversees the preparation of documents and the requirements of a project throughout its lifecycle. Leads the project team to complete the project within its planned scope, schedule, and budget, while serving as a liaison for the project's technical, functional, and non-functional teams. Proactively seeks out opportunities to develop professional and career interests and related skillsets relevant to Salas O’Brien’s business services. Actively pursues viable business development opportunities and builds positive client relationships.
In this role, you will:
  • Assist with all aspects of determining project feasibility, concept development and deal negotiation including interaction with third party entities such as property managers, asset managers, developers, and financial institutions.
  • Assist the DoN with all aspects of the special venture acquisitions, including family and unaccompanied housing public private ventures, enhanced use leasing, and other public-private venture opportunities such as energy, utilities, and lodging, as well as real estate.
  • Conduct financial analysis in both the pre- and post-deal closing discussions.
  • Perform other related duties as assigned by senior management.
  • Demonstrate leadership, cooperates, and collaborates on teams to execute project requirements, prepares, and improves facilitation materials, drafts reports, summaries, and project write ups, and creates PowerPoint briefings and other outreach materials in support of program requirements.
  • Prepare and delivers oral presentations, briefings, training sessions, consultations, and strategy sessions with key stakeholders to secure cooperation, resolve concerns, and convey information in accordance with policy and regulations.
  • Identify and pursue opportunities to expand to new markets and business opportunities.
  • Capture lessons learned and best management practices to enhance project performance and return on investment for clients.
  • Oversees project team to develop deal closing and negotiation techniques and understanding of real estate development opportunities.
  • Support residential and commercial real estate development and large- scale real estate portfolio management.
  • Communicate frequently and effectively with senior management.
  • Oversee data collection, analysis, and technical writing in support of project deliverables.
You will be a great fit if:
  • 8-10 years of relevant experience.
  • Provide professional knowledge, skills, and experience in commercial real estate development and complex Navy commercial outlease projects.
  • Experience and/or knowledge of Navy policy.
  • Expertise/experience on complex commercial outlease type of projects
  • Bachelor's degree or master’s degree from an accredited college or university, or equivalent.
  • Experience in Real Estate and Finance.
Skills/Abilities:
  • Department of Defense Acquisition / Portfolio management experience.
  • Existing knowledge of the Federal Acquisition Regulations (FAR).
  • Excellent oral and written communication, editing and grammar skills.
  • Development experience with public-private initiatives involving state or local Governmental entities, or DoD or other federal agencies.
  • Ability to deliver high quality, accurate work with excellent attention to detail.
  • General experience shall include real estate, financial management, alternative business structures, commercial/residential development projects, and long-term operations.
  • Microsoft Office (Word, Excel, PowerPoint, Outlook, and Project).
  • DOD or Government contracting experience and/or military service.
  • Working knowledge of Adobe Creative Suite, particularly Acrobat, InDesign, and Illustrator.
  • Demonstrated experience in overall management of the MHPI programs including budgeting, time schedules, customer/customer-representative interface, dealing with developers, dealing with financial institutions, and dealing with municipalities and Governmental agencies.
  • Project Management Professional Certification (PMP).
  • Demonstrated facilitation and public speaking experience.

Location: Remote
Travel: Occasional travel to client sites or conferences on short trips (typically 1-2 days).
