SUMMARY
Manages the Project Team, Project Stakeholders, consultant and contractors as necessary to rehabilitate, enhance and expand MARTA’s rail and bus transit system. Manages the activities, operations, and resources necessary to carry out and ensure that projects are completed on time, within budget, and in accordance with project documents. Manages the activities in evaluating contractor and consultant bids and contracts and prepares selection criteria for hiring consultants and contractors. Enforces contract provisions and resolves budgetary, technical and scheduling issues. Makes periodic on-site inspections of projects to ensure construction is proceeding properly. Maintains project status reports and senior staff briefings. Establishes policies and procedures to ensure that MARTA meets all its business goals and objectives.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Manages all aspects of Project Planning which include development of project management plans to identify stakeholder needs. Investigates and considers alternative approaches and concepts, to ensure development of the most appropriate project solutions.
2. Manages all aspects of Project Design. Provides overall project management and coordination with architectural/engineering professionals. Coordinates with staff, other agency officials, local governments and architects/engineers etc. to develop preliminary schedules, procurement project requirements and detailed scope of work estimate by development of the design documents for bid. Manages the development of feasibility and environmental impact studies, preliminary engineering, and conceptual designs for major capital investments. Manages the preparation of project scopes of work, plans, schedules, and budgets.
3.Manages all aspects of Project Implementation. Manages project procurement of material, equipment, and contractors, and all construction activities necessary to execute capital projects. Manages the quality and safety of work performed on capital projects. Implements change management processes and carry out project communications throughout the organization. Coordinates the acquisition of real estate parcels required for capital projects.
4. Performs Project Monitoring & Controlling. Throughout the life of the project life cycle, manages the preparation of progress reports to monitor and control capital projects. Monitors all aspects of projects assigned. Manages the schedules and budgets to ensure positive project performance. Conducts monthly project status briefs to upper management.
5. Identifies and evaluates project risks and develops plans to mitigate the potential effects of unplanned events on assigned projects.
6. Manages the preparation of agreements and facilitates design and construction performed by other government agencies and private developers working around MARTA facilities with private property owners, franchised utilities, railroads and other government agencies.
EDUCATION and/or EXPERIENCE
Bachelor's degree in Engineering or a related discipline and a minimum of ten years of progressively responsible experience in the full project lifecycle of planning, design, contract preparation, procurement, and implementation of large-scale construction or integrated systems capital improvement projects. Comprehensive experience in the preparation, budgeting, negotiation, and administration of contracts with both public and private organizations is desired. Experience preparing scope statements, estimates, and forecasts is desired. Experience using professional scheduling software and Microsoft Office products is preferred. Experience as a Project Manager may be substituted for a degree on a year-for-year basis.
Ideal candidate will have significant experience with project planning efforts. This includes scoping and developing projects to ensure that all stakeholder requirements have been gathered and tracked using tools including a Requirements Traceability Matrix. The candidate will also have experience with strategically evaluating project execution methods that mitigate potential risks to the organization
