The Health and Outcomes and Biotechnology Solutions (HOBS) business line is currently seeking a Project Manager I to support our government customer in Portsmouth VA (partial remote available). This Public Health (PH) program enables our government customer to maximize readiness through force health protection (FHP) strategies and solutions for current and potential Public Health (PH) threats. The core scientific and technical capabilities and product lines in this program are to conduct Health Surveillance, Epidemiology, and Analysis; Disease and Injury Prevention; and PH Consultation and Support for the benefit of active-duty service members, retirees, and their families. Battelle shall enable these capabilities and product lines by providing Scientific and Technical Information (STI) deliverables, by performing Research, Development, Test and Evaluation (RDT&E), and other Research and Development (R&D) related analytical services.

This position is contingent upon award of work.  

Job Summary

Responsible for the overall management of the specific task order(s) and ensuring that the technical/financial solutions and schedules in the specific delivery orders are implemented in a timely manner. Develops plans including budgets and schedules to meet contractual/project requirements for a client program. Assists senior Battelle and client personnel in establishing and defining program requirements. Maintains records documenting decision making process and results of program changes.

Responsibilities

• Demonstrates competent writing and oral communication skills.
• Organizes, directs and coordinates the planning and production of all activities associated with assigned delivery order projects.
• Identifies budget/financial problems and provides alternatives and recommendations to resolve them.
• Conducts quality control and quality assurance review of program documents prior to submission to management.
• May assist in developing Battelle program documentation including briefings, draft specifications, solicitations, Statements of Work (SOW), and other project execution documentation.
• Contributes to program and task-related reports, briefings, justification and requests.
• Ensures quality products and services are delivered.
• Interfaces with client points of contact and team leads to define work requirements, coordinate assignments and schedules, and provide quality reviews as requested.
• Participates in establishing and defining program plans, including cost and/or schedule requirements.
• Conducts detailed analysis and assessments of project budget and plans to support execution within client procedures and government regulations.

Key Qualifications

• Possess a Bachelor’s Degree in a related field
• Must be able to maintain effective working relationships with a broad range of operational users, technical developers and government program managers.
• Must possess outstanding verbal and written communication skills.
• Requires experience in technical program planning and implementation, contract interpretation, budget development and administration of government programs.
• Knowledge of commonly-used concepts, practices, and procedures within a particular field.
• Requires a working knowledge of the Federal Acquisition Regulations (FAR)/Defense Acquisition Regulations (DAR), the DoD 5000 series and other applicable government regulations.
• Ability to obtain and maintain a U.S. government security clearance.
• Possess 0-5 years of experience in the field or in a related area.
