Job Description
Overview:
The Earth and Biological Sciences Directorate (EBSD) leads novel and necessary research in three core areas: Atmospheric and Climate Sciences, Biological Sciences, and Environmental Molecular Sciences. The contributions of EBSD staff are many as we continue to elevate the impact of PNNL's science mission: to understand, predict, and control the complex adaptive systems underlying the science behind Earth, energy, and security.

Responsibilities:
The Biological Sciences Division (BSD) is currently seeking a senior level Project Coordinator. The primary responsibilities of the successful candidate will be to provide business development and project management support for groups and activities within the Division. This position serves as a resource to the group leads, team leads, and technical staff to ensure objectives are achieved and carried out consistently in the following areas: business and program management, contracts, finance, quality assurance, acquisitions, and sales. Routine external contacts include staff at DOE-PNSO, DOE Headquarters and other clients, as well as vendors and collaborators at universities and other federal agencies. The successful candidate will work with the overall Division, Group Leads, Team Leads, Project Managers, Technical Staff, LTEs, Project Coordinators, and Administrators to carry out tasks.

The successful candidate will be expected to manage the proposal process: finalize statements of work, prepare cost proposals, draft prep and risk documents, coordinate the completed proposal package with the Project Manager and the Contracts Specialist, obtain necessary approvals, and coordinate and participate in risk assessment meetings.


Projects within the groups are primarily principle investigator led projects among various sponsors. Routine external contacts include vendors and collaborators. The successful candidate will work alongside the group PCs to identify opportunities and risks associated with projects, identify, and implement process improvements and provide alternative solutions to complex problems. The successful candidate will identify potential areas of concerns associated with group activities, identify possible resolutions and work with appropriate management to resolve.

The successful candidate will provides independent oversight in daily coordination of project(s) including preparing and maintaining project plans, budgets, and staffing requirements. Tracks progress and identifies/resolves obstacles. Communicates to internal and external clients. Prepares purchase requisitions (PRs) and tracks procurements and service contracts throughout lifecycle. Supports business office in setting up financial structures, work breakdown structures, and maintains financial integrity. Has knowledge of a wide-range of PNNL business systems. Prepare progress reports.
Qualifications:
Minimum Qualifications:
  • BS/BA and 5 years of relevant experience -OR-
  • HS/GED and 16 years of relevant experience
  • AA and 14 years of relevant experience -OR-
  • MS/MA or higher and 3 years of relevant experience -OR-
Preferred Qualifications:
  • Possess a strong knowledge of government contracting principles, finance and accounting principles.
  • Initiative and proactive approach to tracking operational, contractual, financial and business management requirements and financial status for the group.
  • Must be able to: demonstrate proficient use of standard office equipment; demonstrate proficient use of MS Office Suite; prioritize work and be responsible for commitments and action items.
  • Must understand office support functions and possess the ability to effectively apply procedures, work independently, and direct workflow of others as appropriate.
  • Must be able to: identify potential administrative problems/areas for continuous improvement and recommend solutions; use discretion and good judgment; independently make decisions; positively interact with a wide-variety of PNNL staff and clients of all levels; resolve and/or advise management on a wide range of administrative issues; provide training and guidance to less senior or new staff when necessary. Excellent communication skills required.
  • Ability to learn, understand and communicate to others PNNL and Battelle policies, procedures, organizational structure, and financial, contractual and management systems; DOE organizational structure; institutional relationships; funding procedures; and other policies and procedures.
