Description of Job


This Division of Innovation, Strategy & Delivery (ISD) is responsible for understanding and implementing business specific goals related to technology for the Department of Revenue (DOR). The Strategy Team actively facilitates and drives decision-making for the DOR portfolio of division-specific projects, services, issues and risks. The Strategy team provides portfolio and project management services to meet DOR initiatives and is accountable for exceptional project management delivery, timely and accurate communication and the application of best practices to all initiatives.


We're hiring an excellent communicator to be the Portfolio Manager on our Strategy team! You will be assessing and analyzing the DOR portfolio management process to identify Key Performance Indicators (KPIs) and facilitating the recurring DOR Portfolio Review Session (PRSs) with executive leadership. You will ensure that the information required to optimize decisions that impact the portfolio are relevant, timely and accurate. Use your data analysis skills to support ISD operation’s efforts and help drive strategic initiatives for the division. Primary Duties


Portfolio Management


  • Establishes and maintains DOR Portfolio management analytics, by leveraging the Program and Project Management (PPM) software tools.
  • Oversees the development and implementation of all processes involved in the DOR Intake and Portfolio Management Process.
  • Plans, prepares and leads the recurring Portfolio Review Sessions with DOR senior leaders.
  • Monitors performance and facilitates the development and implementation of continuous improvement changes as needed.
  • Develops tools for the DOR senior leaders to inform their discussions on the feasibility, resource capacity and prioritization. Examples include scoring models, timeline and data visuals.


Strategic Enablement Center & Process Improvement Program


  • Leads the analysis, planning, design, implementation and evaluation of key improvement projects.
  • Drives ISD and DOR process maturity.
  • Works with the Director of Strategy to establish a DOR Strategic Enablement Center offering training and standard methodologies for project management, change management and process improvement.


Supervision and ISD Training Program Oversight


  • Maintains and supports the LMS (Learning Management System) for ISD.
  • Oversees the development and maintenance of the Training Plan and the ISD bi-weekly Leadership Training Series to develop skills that span the organization.
  • Initiates and participates in the hiring process, recommends promotions and changes in pay, resolves performance issues and disputes, identifies training and developmental needs, and provides feedback and coaching.
  • Plans, prioritizes, assigns, provides analysis and monitors workflow, while ensuring the quality and quantity of work meets standards and deadlines for deliverables to meet program goals and objectives.
  • Works with ISD Leadership to identify solutions to training needs to ensure people have the skills to accomplish the duties and responsibilities of their roles.


ISD Data Reporting


  • Prepares meeting materials for monthly Operations Planning.
  • Establishes and incorporates enhanced Portfolio Management analytics into both the monthly Portfolio Review Sessions and ISD Operations Planning meetings.
  • Works with ISD Directors to understand current data sets and suggest additional data capabilities and building from current monthly Operations Planning data.
This position is primarily remote with occasional in office meetings and training in Lakewood. Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights


Minimum Qualifications


Must meet one of the following or any combination of experience/education to meet the qualifications:


Option 1


  • 9 years of experience in project or portfolio management, process improvement and analysis, strategic initiative implementation, dashboard and data analysis, developing Key Performance Indicators (KPI), and/or conducting root cause analysis.


OR


Option 2


  • Bachelor's degree from an accredited institution in a field of study related to the work assignment.
  • 5 years of professional experience in project or portfolio management, process improvement and analysis, strategic initiative implementation, dashboard and data analysis, developing Key Performance Indicators (KPI), and/or conducting root cause analysis.


OR


Option 3


  • Additional appropriate education will substitute for the required experience on a year-for-year basis.


Preferred Qualifications


  • Six Sigma or LEAN certification
  • Prior state, county or municipal government experience
  • Demonstrated interpersonal skills and decision making
  • Experience in a supervisory role
  • Proficiency in Google Suite
  • Analytical skills
  • Project Management certification(s)
  • Experience with training material development
  • Technical expertise and project/program management experience to establish and maintain effective working relationships with external/internal customers.
  • Project management experience
  • Experience with Monday.com
